We have an outstanding opportunity for a Director of Information Technology/Chief Information Officer to join our organization. This is one of the key strategic roles that contributes significantly to the continuous improvement of WaterOne. The Director of Information Technology/Chief Information Officer provides organizational vision and leadership for the development, implementation, and support of information technology initiatives. The Director of IT/CIO provides direction and support for IT solutions to achieve WaterOne’s strategic objectives and works closely with the decision makers in other divisions to identify, recommend, develop, prioritize, implement, and support cost-effective technology solutions. Additionally, the Director of IT/CIO is responsible for leading, managing, and developing the performance of several direct reports as well as identifying and developing other resources in support of the Information Technology Division goals and objectives.
Job Duties:
Plans, coordinates, oversees, and evaluates all functions, organization, and activities of the Information Technology Division to ensure effective and efficient operations and quality service to all customers.
Provides Information Technology vision, direction, and goal setting for WaterOne that is consistent with the utility’s mission, values, and strategic planning initiatives.
Plans, designs, and implements efforts pertaining to information technology migration/transition.
Manages the performance of the Information Technology Division staff, including goal-setting, delegating, scheduling, measuring performance, training, disciplining, and assisting with employment decisions.
Consults with decision makers to analyze technology necessary to provide management information and support functional operations, to determine scope and priority of projects, and to discuss system capacity and equipment acquisitions.
Oversees IT contractual relationships to ensure compliance with project requirements and WaterOne business practices.
Directs, plans, and supports all activities pertaining to communications systems, including Wide Area Networking, Local Area Networking, internal phone switches and telephones, voice mail system, call accounting system, external phone lines and phones at remote sites, coordination with service providers, and all dedicated lines that support telemetering, security systems, elevators, HVAC systems, fire notification systems, business operations, etc.
Controls the security and integrity of all data and equipment; ensures proper backup of data and other technology as appropriate for normal business operations and IT disaster recovery.
Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, service provision, and end user systems, and arranges for necessary training as appropriate.
Prepares, maintains, updates, and controls Information Technology budgets, business plans, and forecasts.
Ensures the design, implementation, maintenance, and delivery of reports and any other data necessary to meet the needs of all customers.
Responsible for the integrity and security of confidential records and business technology.
Oversees ongoing research into new technology and applications that might improve operational efficiency or result in resource savings.
Keeps current with trends and issues in the IT industry, including technologies, processes and prices. Advises, counsels, and educates management team on financial impacts.
Coordinates efforts to develop and implement, as necessary, contingency plans pertaining to IT and related services.
Participates in efforts to identify, deliver, or arrange procurement of all necessary IT training for WaterOne employees.
Ensures that the Help Desk and other end user support tools provide prompt response to customer concerns and appropriate, acceptable resolution of problems.
Manages software usage and networking to ensure compliance with software and other licensing agreements.
Perform any other duties necessary to meet the needs of Information Technology Division customers.

Desired Skills and Experience
Job Qualifications:
Bachelor’s degree in Computer Science, Information Technology, or related field.
Master’s degree in Information Technology or MBA preferred.
Minimum of seven years of progressively more responsible experience in an information technology environment with a strong emphasis on leading internal and external teams with responsibilities for all areas of the Information Technology business lifecycle. At least three years must be in directing or managing an IT operation. Note: An equivalent combination of education and experience sufficient to perform the duties of this position may be considered.
Minimum knowledge/skills required:
Project Management and Project Management Office leadership experience both hands-on and as a manager of Project Managers.
Excellent teamwork and interpersonal skills
Ability to effectively communicate with the WaterOne Leadership Team and all other levels of employees, as well as the ability to deliver high quality communications to the WaterOne Board. This includes the ability to present ideas in business-specific language appropriate for the target audience.
Proven experience in IT strategic planning and development and cybersecurity policy development.
Ability to make critical decisions and apply good problem solving skills.
Experience managing vendors who provide both products and services to the Information Technology function.
Experience negotiating and managing contracts for products and services
Experience managing off-shore IT service providers.
Ability to function effectively as an internal consultant for all parts of the business.
Ability to plan, evaluate, motivate and manage the performance of direct reports, and to provide appropriate leadership and oversight of their continued professional development.
Significant domain knowledge in all key areas of information technology, including database and network administration, programming and analysis, client/server hardware and software, internet technology, and computer security.
Desired knowledge/skills:
Advanced knowledge of industry standards including packaged and custom development application management approaches, cyber security, database technologies, infrastructure technologies, mobile platforms, and data center management.
Knowledge of SAP or other Tier 1 Enterprise Resource Planning software.
Knowledge of Geographic Information Systems (GIS) technology; prefer ESRI experience.
Knowledge of computerized operational monitoring technology; specific knowledge of Supervisory Control and Data Acquisition (SCADA) technology preferred.
Knowledge of personnel performance measurement methodologies and communication skills.
Experience implementing and managing information systems contingency Disaster Recovery business processes.
Knowledge of remote data collection and transmittal systems.
Knowledge of the water industry and understanding of how information technology can impact overall performance.
