Job Description
The “Director, Capital Improvement Programs – Infrastructure Renewal Project Management” is a key leadership position within WMATA’s Capital Program Delivery Office (CPDO). The director will report to the Senior Director, CPDO and has the primary responsibility of managing all aspects of the planning, design, implementation and close-out of infrastructure renewal programs and projects, and their delivery within scope, schedule, and budget.

In depth knowledge and application of best practices for project/program management
Managing a program or projects with a cumulative delivery value of $250 million and greater;

Application of risk management practices at both the program and project levels;
Facilitating and directing cross-functional departments and stakeholders towards a shared or common goal;

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, Electrical Engineering, or a related field. A minimum of twelve (12) years proven ability at senior managerial levels in the direction/supervision, design, monitoring, budgetary development and control, and contract compliance of projects in a safety orientated, operating environment. Successfully demonstrated experience in the development and implementation of major policies and initiatives.

Or, a equivalent combination of post-high school education and more than fourteen (14) years of progressively responsible experience at the senior managerial levels in the direction, design monitoring, budgetary development and control, and contract compliance of projects in a safety orientated, operating environment. Successfully demonstrated experience in the development and implementation of major policies and initiatives.

Job Summary/Duties

This is an executive level management position responsible for the Office of the Capital Improvement Program. Responsibilities include effective organization and staffing of the Office, developing and implementing programs for the planning and execution of the Authority's Capital Improvement Program. The incumbent's performance will be measured on the effective management of assigned staff and the effective management of resources dedicated to the Authority's Capital Improvement Program.

The incumbent will work closely with all offices of the Authority to develop CIP projects which meet the needs of the offices and ultimately the Authority. As the Director of the Office, the incumbent supervises the activities of the Program Development Branch and the Project Managers as well as Office support staff. The Director works independently and has extensive latitude for independent judgment and actions within established guidelines.

The Director reports to the Deputy General Manager for Operations and assists the Deputy General Manager in accomplishing the objectives of the Department and the Authority.

Plans, proposes, operates, coordinates and otherwise participates in the development of those policies, procedures and programs pertinent to the planning and execution of the Authority's Capital Improvement Program.

Directs the planning, management, development and execution of the comprehensive annual and long-range capital improvement program for bus, rail car, rail systems, right-of-way and fixed facilities from project conceptualization to completion including strategic and financial planning, acquisition planning, project scope, design, construction, contract administration, project management, close-out and evaluation.

Advises the Deputy General Manager on all aspects of the Capital Improvement Program including developing and recommending strategies and plans to enhance transit operations and maintenance through utilization of CIP resources and recommends solutions to unique situations and problems that arise.

Directs project managers relative to their CIP responsibilities, though policy interpretation, procedural issuances, conferences and progress meetings.

Resolves construction and engineering issues that have a potential impact on the project schedule or budget; makes frequent field inspections; monitors construction progress on-site; ensures that projects are completed on time and within budget.

Supervises the preparation and confirmation of engineering estimates for out years and inclusion of state -of-the-art equipment based on the current industry trends and projections. Interprets data from technical consultants for use in project and cost development.

Reviews construction contract provisions, plans and specifications to ensure feasibility, economy and efficiency and compliance with the Americans with Disabilities Act, Clean Air Act, and the Environmental Protection Agency rules and regulations. Ensures that there is no adverse impact on the daily delivery of transit service in the accomplishment of CIP projects.

Resolves conflicts related to competing offices and requirements for the limited CIP funding resource based on knowledge of factors critical to the long term success of both operations and maintenance. Makes decisions reconciling program requirements to projected availability of funds.

Interfaces directly with FTA; manages CIP electronic progress reporting to FTA; develops/participates in FTA's Project Management Oversight Consultant (PMOC) CIP presentations.

Plans, manages and supervises the development and maintenance of project management, financial management, and information systems and ensures projects conformance to established cost, schedule and technical performance objectives.

Oversees the integration of the CIP program and the operating budget including Authority-wide plans for CIP expenditures. Supervises analysis of contract vs. in-house labor utilization on capital projects and directs CIP funded staffing additions and reductions to the operating budget.

Assures that capital improvement construction contracts are completed in strict compliance with the plans and specifications. Performs frequent inspections to ensure compliance. Directs development and annual updates of the capital improvement program.

Expedites day-to-day decision making and attends/conducts meetings, ensuring effective control of work activity by all participants Authority groups and contractors.

Continually evaluates the performance of these groups, developing strategies and plans to correct deficiencies.

Presents oral reports and directs special projects including preparation of CIP justifications/status reports and presentations to the General Manager, Jurisdictional Coordinating Committee, Board Budget Committee, Board of Directors and reports prepared in response to Congressional inquiries.

Obtains the necessary assistance from the Office of General Counsel as required to protect WMA TA' s interests insofar as the projects are concerned.

Reviews change orders, staff summaries, and technical evaluations as required for approval by higher authority.

Ensures orderly transition of the completed projects to OPER. Serves as a spokesperson for the office, the Department, and the Authority as designated, attending U.S. Department of Transportation, participating jurisdictions, national associations, industry, and other meetings as necessary.

Establishes and maintains liaison with individuals and organizations with whom interface may be required.

Directs, manages, and supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, approving leave requests and time sheets, and ensuring appropriate subordinate training is provided. Maintains sound employee/union relations while upholding the rights and interest of management.

Establishes work plans for subordinates against which they will be measured and conducts performance evaluations of subordinates based on these work plans.

Responsible for the preparation and presentation of major oral/written reports and other documents and/or required statements, coordinating with any organizations/officials as may be necessary: implements special projects as required.
