Job description
JOB SUMMARY:
Responsible to ensure training and development initiatives are aligned with business objectives and support organizational growth, in accordance with talent management strategy. Ensures that employees are afforded capability and career development opportunities, in both technical and soft-skill areas. Directs and establishes training design, delivery, records, metrics, and budget to meet internal and external standards of learning and compliance. Oversees organizational development initiatives, including leadership development/succession planning and change management. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES :
•Conducts organizational training needs assessment to align with business goals
•Works with company management to create role based training requirements and tracks compliance
•Responds to management requests for specific employee training needs
•Collects and maintains competency inventories
•Provides consulting to management in areas such as leadership development/succession planning, team development, and change management.
•Evaluates and analyzes training alternatives
•Responsible for curriculum development including development of standard templates
•Responsible for the creation of on-line training capability and review of content
•Manages Cubic-specific curriculum developed in tandem with outside vendors and educational institutions
•Sources and establishes relationships with a variety of educational resources
•Acts as collection point for all third party resources and evaluates best deployment of such resources
•Oversight and administration of Learning Management System (LMS)
•Documents LMS configuration, verifies data accuracy, and establishes learning audiences, content input and administrative rights. Trains LMS administrators and users.
•May conduct or assist in conducting company training sessions
•Oversees training activities and administration for multiple sites to ensure consistency across business units
•Develops policies, procedures and process documentation for the training function
•Oversight of Tuition Reimbursement program, including policy development and administration
•Serves as the central point of cost collection and allocation of costs to better isolate ROI
•Evaluates training programs for compliance to government standards to maximize grants
•Develops and analyzes training effectiveness measures with focus on continuous improvement
•Responsible for logistics for all trainings including room scheduling, publicity and resource allocation

Desired Skills and Experience
Four-year college degree in Human Resources or related field plus a minimum of 12 years experience in Human Resources, with significant portion in a Corporate or large business unit T&D role. Advanced degree preferred. Change management, team development, competency analysis/development planning, leadership/management development, performance management, and LMS experience preferred. Must have supervisory experience, MS Office skills, and excellent writing and organizational skills. Prefer experience in a global/multi-national organization. Demonstrated analytical and organizational capability required. Proven ability to manage multiple objectives, and independently identify and proceed on critical path. Ability to select and communicate in media that best fits the audience and complexity of message, plus strong group facilitation presence. Ability to organize complex alternatives, clearly identify selection criteria, and make recommendations and/or selection. Must be able to work independently and take initiative. Must be capable of developing data using reports, spreadsheets and database programs. Able to prioritize work, complete multiple tasks and work under deadlines. Ability to collaborate with leaders of all levels. Periodic domestic travel is required. U.S. Citizenship is required.
