The IT Chief of Staff and Center of Excellence will establish a centralized IT business office function. He/she will have primary responsibility for establishing, maintaining and driving the execution of an IT business center of excellence and developing/managing the implementation of the global IT & process transformation road map for current and future IT transformation initiatives. In addition, this leader will drive the creation & maturation of an IT Business Office, which include:
Oversees financial and project and operations execution performance for multi-million Technology projects, Service Management for the Rockwell application portfolio and platforms, and managed service provider contracts.
Supports cost center management, leadership team goals and performance, defining and monitoring project management methodologies and assists the IT organization in establishing and maintaining effective functional and project governance.
Manages IT business metrics, and IT Training, and Leadership Development. Additionally, this leader will ensure the appropriate metrics, strategic planning and process management methodologies are applied to drive success.
This leader will serve in a newly created position designed to bring together a host of activities associated with the establishment and execution of an IT Business Office & Center of Excellence, including driving leading edge change, developing a culture of operational excellence, streamlining processes, and enabling achievement of best in class effectiveness and efficiency for all lines of IT business.
Project / program portfolio management including funding oversight for investment lifecycle management execution and financial performance, portfolio prioritization and communications to executive management
Service Management Governance for the technology application and services portfolio
Facilitate and track leadership team goals, technology roadmaps, and performance metrics
Oversee cost center budget in partnership with financial planning and accounting staff
Manage and develop staff members assigned to assist the Project and Portfolio Team
Define standards for project development and execution, including software development lifecycle, in collaboration with IT development and operations teams
Provide Director Accountability for the following client facing corporate partnership roles:
Application Director for Operations applications portfolio
Business Continuity Application Director for Operations application portfolio
IS Portfolio Director for Operations application portfolio
Manage relationships with external partners and consultants to enable effective and efficient operations
Build and manage an IT strategic road map that identifies and maps IT program objectives to the IT Transformation strategy and vision.
Lead IT cross-functional analytical and strategy development efforts that ensures employees and stakeholders across understand the case for and the plans for change.
Drive maturity into our metrics and controls that includes a KPI (Key Performance Indicator) framework for management of the IT transformation strategy.
Drive process improvement within the IT organization including, the adoption of Lean, Six Sigma, CMMI, SDLC, ITIL and other key measures & tools, as appropriate, to significantly improve project delivery, change management and operations metrics for reliability and service levels.
Advise on options, risks, cost/benefit analysis, and impact on other business programs.
Lead the development of lean six sigma-based workforce thinking and discipline throughout IT in alignment with similar programs that may exist within the Rockwell business.
Assist in driving process improvement measures across enterprise IT to deliver better quality products for our business partners.

Minimum Qualifications
Skills, Knowledge, Experience and Education
Required:
Bachelor’s degree in information systems or related major.
Program Management: 10+ years leading multi-million dollar, cross functional and highly technical programs crossing multiple geographies and business domains.
Technical Expertise: Strong understanding of information systems platforms and processes. Demonstrated ability to translate business needs into designed technical solutions with minimal cost of ownership and highly resilient services. Experience should include providing solutions to multiple business domains leveraging complex, integrated enterprise and functional applications.
Strong Business Acumen: understands leading technology, business context (internal and external. Can translate insights and findings into realistic, actionable recommendations
Strong leadership with a demonstrated ability to build and develop high performing teams, deliver results, and shape Rockwell IT into a more effective, efficient and high performance organization.
Strong communication skills: diplomatic and capable of presenting complicated topics findings to executive leadership. Ability to provide effective, concise and accurate information up and down management chains as well as across functions.
Skill in handling multiple responsibilities, priorities, tasks and projects simultaneously
Strong strategic thinking capability with the ability to develop a 2-3 year strategic plan for long term growth and success within IT Center of Excellence.
Innovation: demonstrated ability to identify opportunities and implement new technologies and services to transform the business into a more agile, efficient and effective organization.
Manage diverse, complex issues on a daily basis; understand the intersections and relevancy between issues to ensure actions are effective.
Assess and evaluate trade-offs as required of various systems, resource levels, budget allocations and prioritization of initiatives to achieve 1-2 year operational goals aligned with 5 year function and corporate strategic objectives.
Ability to manage and meet the varied expectations of a diverse group of stakeholders and internal customers.
Ability to effectively lead and influence, both a direct and indirect global team managing complex projects, diverse internal stakeholders and external vendors.
