The Director of WFP Washington reports directly to the Assistant Executive Director (AED) for Partnership, Governance and Advocacy. The Director has the overall responsibility to develop and maintain WFP’s partnership with all US Government stakeholders, including and not limited to United States Agency for International Development (USAID), United States Department of Agriculture (USDA), Food for Peace (FFP) and State of Department.
In addition, the Director is accountable to promote WFP’s engagement with major international financial institutions (World Bank among others), and for the development of partnerships with strategic actors in the academic, think tank, and private sector community in the United States.

The primary objectives of the Director include:

· Engaging directly at the appropriate level and guiding the WAS staff in their engagement with key USG donor agencies and WFP Country Offices/Regional Bureaux to facilitate the smooth exchange of information, the dialogue on policy issues, and the negotiations necessary to ensure the timely and efficient management of contributions to WFP. Offering strategic advice and counsel internally on WFP activities from a US perspective.

· Serving as the official WFP point-of-contact for matters related to roles and responsibilities vis-à-vis WFP USA. This is particularly relevant with regard to the division of roles between WFP and WFP USA as they relate to engagement with the United States Congress and the Administration.

· Working closely with PG/COMS to ensure timely and effective messaging on WFP and hunger related issues within the US media market. This includes acting, as appropriate, as a frontline spokesperson for WFP with the media and in specialized conferences, panels, and events.

· Continuously develop new initiatives with new partners who can expand the scope of support for WFP activities worldwide. This includes maintaining a strong collaborative relationship with WFP’s US-based partner, WFP USA.

· Supporting official WFP visitors to Washington with an emphasis on the identification of strategic issues to be discussed and the preparation of effective meeting schedules and briefing documents for the Executive Director and other senior WFP managers.

· Leading all office administrative and management functions to ensure continuous staff management and development, strong financial management and budgetary oversight, and all other actions necessary to ensure a well-staffed and effectively functioning office.

· Traveling as needed to promote WFP activities to global audiences and to help WFP Country Offices better understand the prospects of US government funding for their work.

· Liaising with the Washington DC heads of other UN offices, especially FAO, in light of our office-sharing arrangement.

Qualifications & Experience Required

Education:

Advanced University degree in Economics, International development, Social sciences or other relevant area, or First University degree with additional relevant experience and/or advanced training/courses.
Experience:

At least thirteen years or more (of which six international) of senior level experience in a relevant field of work, with a background and interest in international humanitarian development.
Extensive experience leading multicultural teams and improving performance.
Technical Skills & Knowledge:

Broad knowledge of diverse humanitarian assistance and development practices with a particular area of leading technical expertise.
Ability to lead, coach and motivate large and diverse teams and drive improving performance.
Excellent financial management skills and commercial acumen, with the ability to leverage external partnerships to optimize resources for WFP.
A track record of dealing with and influencing at the highest levels within and beyond the organization.
Ability to assimilate and analyze complex issues to develop strategies and policies.
Detailed understanding of business principals and processes and the ability to quickly assimilate UN / WFP specific processes and systems.
Language:

Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
