Director – Federal Public Sector - Cognizant - Washington
Job description
Key Responsibilities:
Function as a Business Development (BD) and Subject Matter Expert (SME) in the Federal marketplace focusing mainly on financial and health related agencies.
Work collaboratively in a team comprised of government venture, vertical and various horizontals with joint responsibility to generate new revenue in Federal finance revenue and/or health human services agencies some of the following:
US Treasury, IRS, FINRA, Federal Reserve, FHLB, FHFA, FDIC, SEC, SSA, PBGC
HHS, CMS, CDC, NIH, FDA, NCHS, Defense Health Agency
Establish peer relationships with key Federal agencies at the CIO/Director level to position Cognizant's Banking and Financial Services and Healthcare Vertical for long-term strategic partnerships.
Build and establish business relationships with financial and health agencies, becoming a strategic partner with select agencies providing agency-wide IT services.
Work in partnership with Cognizant Vertical and Horizontal teams to coordinate strategic market development activities including opportunity identification thru contract negotiations/execution delivery oversight/compliance for Federal agencies
Perform early stage federal market analysis to support business development activities – agency budgets funding initiatives, lead opportunity identification, relationship building, proposal development, proposal presentation, contract negotiations compliance.
Serve as internal SME on Federal Acquisition Regulations (FAR), GSA schedules, Government-wide Acquisition Contracts (GWCAs) select agency specific Blanket Purchase Agreements (BPAs).
Identify innovative commercial EBA solutions working with internal vertical delivery organizations that can be deployed in the Federal marketplace
Serve in an oversight role for select federal projects focusing on project delivery oversight, ensure delivery execution, deliverables schedule, key reporting, risk management and compliance.
Perform Federal marketplace research, budget analysis strategic assessments to position our solution development teams practices.
Qualifications
Experience:
At least 10 years of direct experience in a SME, business development and/or project leadership role in providing IT services to Federal agencies.
Subject matter expertise in Federal IT systems, operations outsourcing trends.
Understanding of the Federal procurement cycle budgetary funding model.
Awareness experience with joint GTM partnerships teaming models.
Deep understanding of FAR, compliance reporting.
Significant experience working with Federal contract vehicles including GWACs, BPAs GSA.
Proven track record establishing business relationships winning IT services with large Federal related agencies.
Strong network of CIOs, IT Directors, Contracting Officers other key decision makers.
Hands-on experience in developing managing IT-enabled business solutions.
Experience in building strong executive relationships sponsors, while assisting in pursuing large revenue deals growing customer relationships.
Demonstrated experience consistently winning IT services deals between $25m-$50m
Experience with a global delivery model
