Director - Engineering and Planning - University of Tennessee - Chattanooga


Job description
Responsibilities

This position will oversee planning and engineering design of a wide range of University improvement projects via the capital plan and other institutional fund sources. Responsibilities include:
Directing on-going and future campus built environment planning and design from concept development through design development phase, which includes conceptualization and formulation of capital projects, siting, massing, architectural intent, engineering design standards, space allocation and phasing;
assisting the Construction Services Manager by reviewing construction documents and participating in construction quality control as needed; assisting in bid evaluation and award recommendation process. Assisting in the development and maintenance of UTC design standards.
Overseeing and coordinating comprehensive campus planning efforts which includes campus master plans, landscape plans, space migration plans, facilities assessment, and facility program statements for future projects; coordinating building, landscape and open space, infrastructure and land-use planning, and regulatory agency zoning and planning requirements as assigned; developing and maintaining design standard check-list for overall land use, building design and landscape development; ensuring project conformance with campus planning and design guidelines.
Preparing comprehensive capital maintenance and capital outlay projects for each fiscal year and subsequent four years for submittal based on program goals.
Overseeing space management processes including upkeep and audit of physical space, signage, numbering, and other related building issues; responsible for facility inventory and associated formula funding issues; providing analysis and recommendations of space standards, needs and utilization.
Overseeing FPM sustainability efforts, to include energy and water management, waste reduction and recycling, environmental measurement and reporting.
Preparing contracts for UTC design services; managing contract for design services, reviewing design work and approving payment; researching and providing information on real estate issues; representing Facilities Department on zoning issues.

Bachelor’s degree in Engineering required with major in Civil, Mechanical, or Electrical Engineering preferred. Professional license preferred. Must have knowledge of engineering, architectural and construction practices. Must have a minimum of 5 years experience in comprehensive facilities planning organization of which at least 2 years should be in responsible charge of a facilities management organization, or a major component of one. Must have broad knowledge of software applications to include word processing, spreadsheet, database, and scheduling. Must have supervisory/management experience. Must have excellent written and verbal communication skills.
