This is a regulatory and consent-order related posting. It is the lead technical and delivery role in the Core Compliance Technology organization responsible for the Trade Surveillance portfolios in Markets, Information Barrier, and Retail Brokerage. Its responsibilities include portfolio management, architecture, design, and technical management of the global trade surveillance suite of applications.

The candidate is expected to manage a global team of 150+ employees and contractors, and a tech platform that fulfills the trade surveillance and supervision needs of the Compliance department globally for the Investment Bank (ICG). This is the Firm's "second line of defense" with respect to its trading, brokerage, and securities businesses: it involves combining trade data, metadata, and reference information from all platforms globally, generating alerts based on complicated and sometimes nonlinear logic, and providing a graphical interface for Compliance analysts and managers to conduct a review and remediation workflow.
The role involves getting buy-in from Compliance leaders for IT projects, running a $20MM+ budget of regulatory projects, tracking status with the CCO and the Markets Operating Committee, and developing and selling a vision for technology. With respect to 2017 in particular, this role will have delivery responsibility of over 20 CAP projects related to the Markets Conduct Initiative consent orders from the OCC, the FRB, and the CFTC.
Key Responsibilities
The successful candidate:
·Regularly meets Compliance global leaders and project stakeholders to get buy-in for the group’s solutions, negotiates deliverables and timelines, and presents how the technology vision enables the business to get their own deliverables met.
·Manages a team of 150 or more technology professionals, in a combination of direct and matrix reporting lines. The team, which is established but expanding, will cover Markets Trade Surveillance across all asset classes, Retail Trade Surveillance, Private Bank Surveillance, Information Barrier Surveillance, and Employee Trade Surveillance. It will comprise one function, and its size is expected to increase year over year.
·Has overall responsibility and accountability for a significant regulatory function, cross-departmental responsibilities and direct management of domestic and international regional teams to ensure consistent execution of Consent Order CAP projects

·Provides the overall vision, technical architecture, and direction of the group. Establishes the group’s technology strategy with respect to trade surveillance detection engines and models. A key focus is the development of a scalable platform that can run both in real-time and batch mode, consuming all of Citi’s order, execution, allocation, and market data activity and generating the desired suspicion alerts on a case management and workflow front-end.

·Defends the firm’s technology platforms against scrutiny by the regulators, and represents the technology department in regulatory committees and reviews.

·Owns the master plans for the entire global platform, and coordinates projects to make sure that goals are met smoothly and efficiently.

·Pioneers new technologies and efficiency tools that extend our platform’s technical capabilities.
·Solves the highest impact, highest profile problems with significant business impact through in-depth evaluation of complex business processes, system processes and industry standards.

·Has extensive industry contacts and maintains a broad view of what the firm’s competitors are accomplishing in this space.

Qualifications


Required Skills:
10+ years proven experience as senior level technology manager in enterprise-wide technology development, integration and deployments and excellent communications, strategy and problem management skills.
Deep knowledge of the capital markets trading and deal businesses, and how they are facilitated by decision support systems. This is a mandatory requirement as the candidate will oversee workflow engine development. Specific experience with control group or deal management applications is a very strong plus.
Proven participation in the management of multiple concurrent initiatives while relying on extensive experience and judgment to plan and accomplish goals.
Ability to effectively work with a wide range of business units and technology groups.
Strong problem solving and analytical skills with a proven ability to multi-task and successfully execute complex technical problems.
Hands-on coding and code review capabilities.
Ability to work in an environment with challenging deadlines and across a large organization.
Discipline around the Software Development Life Cycle, and strong focus on the generation of high quality documents and artifacts, with the expectation that they will be audited.
Experience in test planning and oversight, and the ability to benchmark test plans against requirements
Strong interpersonal and communication skills, both written and verbal, and document authoring skills.
High client focus, high level of internal motivation, and the desire to work hard.
Ability to assert influence / obtain results in a matrix environment
Education
Bachelor's degree in computer science, management information systems, engineering, economics, or business. Master’s degree in a quantitative field strongly preferred.
