Vice President, Public Policy McKesson Washington

Experienced public policy professional will have primary responsibility for leading and managing the development of the company's engagement in the public policy process at the federal, state and local levels. Integrating deep policy expertise with business acumen to drive competitive advantage and grow markets, this role will both originate policy solutions as well as align with the broader community of policy influencers.
Strategically assess public policy landscape, trends and public policy proposals with respect to their actual or potential impact on the company's businesses
Proactively recommend public policy positions that are aligned with business unit and corporate objectives
Lead the development of regulatory and policy comment letters to government agencies and Congress in close consultation with internal subject matter experts and external stakeholders
Develop/strengthen network of relationships across the company to ensure a deep knowledge of each business and alignment of public policy and business objectives
Lead and manage a team of senior policy advisors across all business units and corporate strategy to anticipate public policy issues, leverage resources and minimize potential conflict in developing comprehensive recommendations and company positions
Collaborate closely with SVP, policy communications, federal and state advocacy teams to provide timely and insightful analysis on pending policy matters and build alternative substantive proposals to advance the company’s interests and competitive position, including building support from external organizations, policymakers and government agencies
Lead McKesson participation in the policy and regulatory activities of trade associations and coalitions (e.g., NACDS, HDA) working with our federal, state and communication teams in impacting policy positions of external influencers
Manage department relationship with external policy consultants, academia and think tanks
Participate and present in internal senior-level long-range planning and policy discussions and with customer groups to ensure broad understanding of the strategic drivers of the company’s engagement on policy issues
Partner closely with Policy Communications and Stakeholder Engagement team to ensure consistency of messaging and management of substantive policy and priorities in all meaningful regulatory, legislative and political advocacy and communication efforts
Development of white papers, testimony and other such advocacy materials for sophisticated policy audiences
Lead development of policy updates for executive leadership and corporate board
Direct, support and manage the Director, Public Policy
Identify, retain, coach and develop future leaders for McKesson; demonstrate success in delivering overall improvement of department function
Serve on the Public Affairs Leadership Team and support SVP in execution or advancement of department priorities and special initiatives



Qualifications

Minimum Requirements
10 years experience in related legislative, regulatory and public policy fields with increasing managerial and budget responsibilities

Critical Skills
Wide-ranging substantive expertise in healthcare policy as opposed to a direct legislative advocacy role
Strategic and analytical thinking; strong project management and problem-solving skills; sound judgment and a willingness to resolve issues and problems in a timely manner
Deep knowledge of healthcare markets and the business climate
Exceptional and effective communication skills, both written and oral, for internal and external audiences at all levels; ability to develop rapport and credibility across the organization
Superior analytic skills -- ability to distill critical elements of complex issues and persuasively promote ideas and proposals
Established track record of working with regulatory and reimbursement policy experts and developing technical comments on agency rulemakings, policies and guidances

Education
Bachelor’s degree in business, political science, government, health sciences or related field or equivalent experience. Advanced degree in related field highly preferred
