Job Description:
The Director of University Planning (Director) provides leadership in all areas of campus planning and architectural design. He/she will develop institutional strategies, policies and priorities for the physical planning of the University, including long-range comprehensive plans.
The Director will support the Associate Vice President of the Office of Facilities in establishing capital budget priorities and participate in developing the University’s capital budget and long-range capital plan
The Director will establish overall planning priorities for the University. He/she will oversee the formulation, planning and design process of capital projects. The Director will establish the mission and priorities of the division and ensure that the actions and activities of the staff support that mission. Also, he/she will assure that capital projects comply with applicable construction and life safety codes and ordinances and conforms to design and building standards that facilitate future maintenance.
As a member of senior leadership within the Office of Facilities, the Director shall interact with internal contacts such as Yale Corporation Members and committees; University officers, Masters, Deans, department heads, administrators and staff from other University departments to consult, confer and advise on institutional planning issues; to obtain approval for programs; to develop programs/projects; and to provide progress reports and coordination.
Additionally, the Director will work directly with the Provost and Vice President for Finance and Administration to establish capital budget priorities and develop short- and long-term capital budgets. Yale University Director of University Planning - Office of Facilities Page 5
Essential Duties
Ensures that physical planning needs of the academic and administrative University communities of Central, Science, Medical and West Campuses are being met. Participates in the formulation of University planning policies. Ensures that the physical planning activities are in compliance with University, state and local regulations.
Directs the development of long-range goals and land planning goals. Determines the future direction of physical planning for the University. Interacts with the Officers and various University departments to ensure that the physical planning and space needs of the community are being met.
Analyzes complex technical capital projects, programs and proposals, and recommends alternatives to ensure appropriate aesthetic, functional and cost-effective results. Seeks opportunities for potential property acquisition for academic or administrative use, evaluates viable candidates and recommends their acquisition.
Directs and coordinates the activities of 15 Planners and support staff. Defines and directs the development of related policies and procedures. Continuously seeks to improve quality and quantity of services provided while developing an operational environment appropriate for the recruitment and retention of the highest quality facilities professionals.
Directs program costs, ensures cost containment, and ensures that the program meets all capital projects needs ranging from modification to original requests. Responsible for establishing scope, schedule and budget of capital projects. Protects the University’s financial interests through value management; cost and schedule control.
Participates in the selection of architects for planning, construction and significant renovation projects.
Interacts with external contacts such as Directors of the City of New Haven Departments to establish policies for project approvals; local, state and federal histories preservation groups regarding preservation policy, peer institutions to discuss policy and procedures and bench marking opportunities.
Represents the University as a speaker or panelist presenting institutional policies regarding planning, construction and renovation.
