Director Instructional Technology New York City Department of Education

Job Description:
Instructional Technology Directors will manage the DOE’s effort to elevate the capacity of all schools to effectively utilize technology in support of their educational goals. Based in the Borough Field Support Centers (BFSCs), Instructional Technology Directors will inform and shepherd the development of citywide policies, guidelines, standards and supports related to the use of technology in schools. They will coordinate professional learning opportunities, workshops, presentations, coaching and support, so schools can successfully integrate technology into curriculum and program management. Instructional Technology Directors will serve as a key point of contact with the Division of Instructional and Information Technology (DIIT) in supporting the use of instructional technology across the DOE. Performs related work.

Direct Reports: N/A

Key Relationships: Liaises closely with staff at the Division of Instructional and Information Technology - specifically with the Digital Communications Policy + Strategy team along with the Schools Technology Advisory team, the Division of Teaching and Learning, and other central divisions as required; collaborates with other BFSC Instructional Technology Directors, and with others as directed by the Field Support Center Director.

Responsibilities


Liaise with the Division of Instructional and Information Technology (DIIT) to address instructional and operational technology issues, as well as borough, district, and school needs.
engage colleagues in superintendent offices and other BFSC functional areas to identify common tech challenges and areas of need; problem-solve and utilize escalation paths within the DOE to address issues; and
collaborate on implementation of technology education programs and initiatives such as the Technology Single Point of Contact (SPOC), Bring Your Own Device (BYOD), Innovation Partner Professional Development (IPPD).
Provide leadership and direction to district offices and schools with regard to online presence.
ensure that school staff are equipped with a basic understanding of internet security and student data privacy policies, as well as the DOE’s social media guidelines and internet acceptable use policy; and
support schools in establishing digital spaces such as the school website, wiki, and social media accounts.

Contribute to the definition of citywide goals, strategy, and standards for instructional technology in NYC schools.
serve as a member of a citywide working group responsible for defining DOE instructional technology standards and quality criteria for pedagogical practice, as well as instructional technology products;
project-manage and coordinate the evaluation and selection of educational technology products for citywide implementation; and
provide operational support and technical advisement regarding large technology procurements undertaken by the DOE.
Work directly with central and district staff to develop and implement instructional technology programs and support.
support the development of instructional technology knowledge among instructional support staff across content areas by identifying and brokering resources that can work directly with schools in this regard;
review school-based technology practices, programs, and initiatives to identify and replicate promising practices;
advise school leadership teams on the implementation of programs and initiatives that support the integration of instructional technology across content areas; and
recommend products, professional development opportunities, and other resources.
Coordinate and broker professional development, instruction, curriculum development, and inter-school collaboration related to the implementation of meaningful integration of technology for school teams.
plan, implement, and evaluate large-scale professional learning opportunities;
connect educator teams to build professional collaborations; and
develop technology-enhanced activities working directly with other school support staff.


Qualification Requirements



Minimum


A master’s degree from an accredited college in a field related to the position and three (3) years of full-time progressively responsible professional experience in education administration in one or more education-related areas, at least eighteen (18) months of which must have been in a managerial capacity; or
Graduation from an accredited college with a baccalaureate degree and four (4) years of full-time progressively responsible professional experience, as described in “1”; or
A satisfactory combination of education and/or experience which is equivalent to “1” above including teaching experience towards meeting the general experience in “1” above; however, all candidates must have the eighteen (18) months of managerial experience.

Preferred
Understanding of how to best support the implementation of technology programs/initiatives across all content areas.
Knowledge of instructional technology partners and the education technology marketplace, including software and devices.
Understanding of internet security and student data privacy policies, rules, and practice (e.g., CIPA, COPPA, FERPA).
Experience with program implementation of successful educational technology initiatives at the school and district levels.
Knowledge of the use of technology to assist different types of learners and how to access services to support schools in the implementation of such efforts.
Ability to plan, design, implement and evaluate large-scale professional development initiatives/programs.
Understand the use of social media (e.g. Facebook, Twitter, Google+, blogging) and digital citizenship issues.
Understand the importance of online environments in teaching and learning.
Knowledgeable in the current climate and trends of instructional technology.
Knowledge of NYCDOE technology programs and systems, and experience in implementing them at the district and/or school level.
Basic understanding of the primary technologies that undergird the use of instructional technologies in schools (e.g., WiFi, school networks, major operating systems, LMSs, LORs, etc.).
Strong presentation and facilitation skills.
Strong written communication skills.
Attentive to detail, well-organized, able to work under pressure and meet deadlines.
Willingness to travel across the city on a regular basis.
