Job Description:
FP2020 seeks a highly experienced international family planning expert to establish and lead its recently launched Global Advocacy, Rights and Youth Initiative as Director. Under the supervision of the Managing Director, the Director will coordinate FP2020’s engagement in this critical sector, building on the foundational rights and empowerment work of the FP2020 partnership since its inception. The Director will play a leadership role to execute against the updated strategic approach of the FP2020 Platform, which increases the level of effort supporting coordination and problem solving at the country level with the overarching goal to enhance the ability of more women and girls to access and use family planning information and services. The Global Advocacy, Rights and Youth Director will engage closely across the FP2020 Geographic and Technical portfolios and will supervise a Youth Engagement Manager and related support staff.
This is a new position; one which will require proven senior-level skills in goal-focused execution against deadlines while managing organizational change, and initiating and growing multiple internal and external relationships.
The Global Advocacy, Rights and Youth Director reports to the Managing Director, FP2020. The Global Advocacy, Rights and Youth Director will engage closely with Directors across FP2020 and will supervise and develop the Youth Manager and support staff .
Engagement with Partners and Stakeholders, and External Relations
Plan and develop the updated Global Advocacy, Youth and Rights Initiative components of the FP2020 strategy.
Provide technical analysis and information to support advocacy efforts; support Global Advocacy, Youth and Rights partnerships in FP2020 countries;
Coordinate with the Country Support Director to ensure FP2020 country activities are deeply grounded in a rights-based approach, with focus on appropriately serving youth.
Identify, build and deepen alliances and coalitions of stakeholders with shared global FP goals.
Catalyze and grow coordination among partners to promote greater understanding and use of SDGs as a platform to promote FP among global and country partners.
Play catalytic role in championing FP rights, including those of youth and marginalized groups, in global development, health and gender agendas.
Engage with partners to leverage collective influence in allocation of GFF, GFATM, and other multi-stakeholder funding platforms to expand focus on FP globally and for FP2020 focus countries.
Develop and distribute tailored information, talking points, and tactics on how SDGs, UHC, GFF and other emerging concepts and processes can act as platforms for FP at the country level.
Contribute to development of country-level action plans to coordinate support, assess country needs and monitor progress for FP2020 focus countries.
In coordination with FP2020 stakeholders, coordinate sharing and advocacy-based innovations to improve access to affordable, quality family planning commodities at the country level (such as communicating market innovations and incorporation of market innovations in country family planning plans).
Facilitate country-level sharing of effective Global Advocacy, Youth and Rights best practices, lessons-learned and available tools across all FP2020 Countries.
Ensure coordination with relevant external partners on behalf of the Global Advocacy, Youth and Rights Initiative (such as Alliance for RMNH, EWEC, IHP+, Ouagadougou Partnership, and Promise Renewed) and proactively identify opportunities for collaboration with new partners to advance FP2020 goals.
ontribute to preparing and disseminating data, lessons learned, and best practices from the FP2020 community/partnership.
Programmatic Oversight
Ensure optimal allocation of resources, proper documentation, tracking, and monitoring of the Global Advocacy, Youth and Rights Initiative activities with other relevant grants administration, finance, and development staff.
Manage all day-to-day program and administrative activities of the Global Advocacy, Youth and Rights staff, including a Manager of Youth Engagement, and manage processes to implement work plan objectives.
Manage Global Advocacy, Youth and Rights-related contracts/contractors.
Solicit proposals for additional work as needed.
Support reporting to the FP2020 Reference Group and senior leadership at the UN Foundation as needed.
External Relations and Communications
Identify, cultivate and manage Global Advocacy, Youth and Rights Initiative partnerships between FP2020 and Core Conveners, Focal Points, and other key stakeholders.
Represent FP2020 at external events, meetings and on task teams, as assigned or agreed to by the Managing Director.
Facilitate regular sharing of effective practices at the global, regional, and country levels on promoting rights-based approaches and lessons learned.
Lead development and coordination of FP2020’s contribution to the global accountability architecture related to design of new monitoring tools related to Global Advocacy, Youth and Rights Initiative.
Oversee development of the Global Advocacy, Youth and Rights Initiative monitoring and accountability components of FP2020’s annual report.
Responsibilities
In addition to having a proven ability to carry out the above responsibilities, the successful candidate will have the following knowledge, skills, and abilities:
Advanced degree in public policy, public health, international development, business administration, or other directly related field.
At least 10-15 years of professional experience at the national or international level, with project management, advocacy and coalition-building expertise.
Professional background in global health or development, with a background in international reproductive health and family planning required.
Professional background in country level work required.
Proven record of coordination of development partners and managing effective mechanisms for monitoring and reporting at global, regional, and country levels.
Experience in working with multi-stakeholder partnerships including donors, multi-lateral agencies, developing countries and civil society organizations.
Excellent interpersonal skills and cultural competencies.
Excellent writing, editing, communications, and research capabilities.
Fluent in English. Proficiency in another language desirable.
Willingness to travel (up to 25%).
Ability to manage multiple work streams and personnel under pressure.
