Director - Global Public Affairs & Issues - PayPal - New York


Job description
PayPal is seeking a Director of Global Public Affairs and Issues Management to help the organization navigate complex issues and communicate the company’s point of view to key stakeholder groups, including policymakers, regulators and customers. The Director will be responsible for day-to-day management and execution of a variety of strategic public affairs and issues management programs designed to help the company promote and protect its corporate reputation. The Director also will lead PayPal’s crisis communication management and response efforts.
This position reports the Vice President of Corporate Communications and will work closely with the Corporate Affairs/Government Relations, Legal, and Risk functions.
Monitor the international and U.S. legislative and regulatory environments to identify issues and trends that may impact PayPal and/or our industry.
Work in cooperation with the Corporate Affairs/Government Relations team to develop and execute comprehensive and consistent communication strategies for global and U.S. legislative and regulatory issues to mitigate risk and advance PayPal’s public affairs agenda and reputation, working in cooperation with Corporate Affairs/Government Relations.
Work with Director of Corporate Communications and regional communication leads to undertake creative, thoughtful and impactful proactive communications activities to get ahead of and mitigate potential threats to the organization and position PayPal as a leader in digital payments, financial engagement/inclusion, and a customer champion.
Collaborate with the Government Relations team to draft position papers, messaging and related materials related to legislative and regulatory issues/developments to provide a consistent framework for communications.
Build, maintain and track relationships with relevant global, regional and U.S. media, government communication officers and other third parties, providing a two-way channel on critical issues and a means to help shape the perceptions of key allies and critics. Gain favorable public policy support through coalition and grass roots building, working in cooperation with Government Relations colleagues and regional communications leaders.
Work with the Brand and Marketing teams to develop and execute issues / reputational advertising campaigns.
Serve as media relations spokesperson on legislative and regulatory issues, as well as during times of crisis
Manage PayPal’s crisis communications strategy and execution. Maintain company’s crisis communications plans and messaging.
Serve as liaison to the company’s cross-functional crisis response group.
Work with the company leadership to develop and advance global and U.S. positioning related to critical issues activities. This positioning will be based on business, reputation and public affairs objectives. Work to ensure broad alignment with and usage of position throughout organization.
Work with the Brand ad Marketing teams to undertake reputation research and provide environmental information/analysis on critical business issues

Desired Skills and Experience
Minimum 12-15 years experience - with a preference for a blend of agency, in-house and political expertise.
Extensive knowledge and understanding of the government decision-making process, particularly in the area of digital currencies and technology.
Proven ability to develop strategy and oversee strategic communications programs for high-profile and/or high-risk situations.
Must have a track record of employing creative public relations and marketing/brand activities to achieve business and reputational goals. We want out-of the-box thinkers who will push the organization, while always keeping focused on the goals ahead.
Experience developing global crisis communications plans, programs and policies.
Track record of managing communications during times of crisis in a global, matrixed organization.
Ability to synthesize large amounts of data and synthesize key points clearly, succinctly and quickly.
Demonstrated ability to manage reputation research programs.
Experience working with world-class brands.
Experience counseling C-suite-level executives.
Experience managing public affairs and government relations efforts.
Ability to achieve results in a fast-paced and dynamic environment, often on short deadlines
Proven experience working on complex programs and/or in complex organizations
Experience creating and managing grass-roots advocacy programs
Demonstrated media relations expertise.
Must be comfortable engaging with reporters on challenging subject matter. Experience as a company spokesperson required.
Superb communications skills, including writing, verbal and editing.
Ability to think creatively.
Must be able work independently and without direction as well as collaboratively with colleagues in such varied positions as marketing, government relations and legal.
Must be able to balance strategic thinking with tactical execution. We are looking for a hands-on, active leader who loves to write, debate, and engage with media and other third parities.
Ability to thrive in a matrixed organization.
Sense of humor, patience and positive attitude.
Bachelors degree required; advanced degree preferred.

Position to be based in Washington, DC or New York City. San Jose also is a possibility.
