Senior Director - Network Governance - Expedia - Bellevue


Job description
The Expedia Inc Network Governance Team is looking for a talented Senior Director - Network Governance in Bellevue, WA location to provide Telecomm expense management and financial expertise to the Core Infrastructure Services group in North America, APAC and EMEA regions. The Manager will have close interaction between Finance, Procurement, and Vendor Management teams as well as with Tangoe, our 3 rd party Telecomm expense Management Tool. This is required to implement a global, Telecomm expense Management support model.
Network Governance is responsible for the collective view of the Expedia Inc. Core Infrastructure Group with regard to alignment of ordering, control, planning and analysis to reduce fraud, over-charging and penalties.

The primary objective of the Network Governance is to perform industry "best practices" of effective telecommunications management for enhancing operational efficiency and identifying opportunities to scale operations and cut down costs. The team is responsible for data collection and analysis of telecom billing; contracts and inventory information. The team conducts analysis on Data and Voice (telephony) services to identify potential cost savings and/or avoidance from telecom spend. The team is accountable for managing telecom services, budgets, contracts, and License and Maintenance agreements.
The Network Governance team is part of the Expedia Inc. Core Infrastructure group. The core group brings together Data Center Services and the IT Network Services Team and provides compute, data services and voice solutions.
Responsibilities:
The core responsibilities of the Manager include maintaining an -end - to end organization for ordering, billing and tracking of telecomm services and expenses. The Manager will be requested to provide control over the process for telecomm expense management and to collaborate between different department s to cut down costs and improve the current processes and services within Telecomm.
The Manager will be accountable for setting up an order desk for telecomm provisioning in Tangoe. The order desk's primary responsibility is to have a single organization trained, responsible and accountable for inventory accuracy in Tangoe.
The Manager will be required to centralize the control of telecomm license and maintenance agreements and to work with procurement and finance on controlling costs, negotiating better contracts with vendors and maintaining forecasted budgets.

Duties of this position include but are not limited to:
Provide overall strategy and direction for Network Governance
Provide effective planning and provisioning for telecomm services
Primary owner and the person accountable for Tangoe provisioning Tool
Responsible for setting up an order desk for Tangoe provisioning tool
Accountable for data and voice Inventory management
Regularly update and provide constructive feedback to senior management on spending, market trends and patterns, capacity management
Participate and run key meetings with the global teams and looks at patterns, trends to cut down telecomm costs
Coordinate data and voice circuit usage management and reporting
Partner with finance and procurement on planning and budgeting
Accountable for creating an end to end fail proof Invoice processing system for telecomm expense management
Responsible for license and maintenance agreement upkeep and tracking
Accountable for setting processes relating to billing and telecomm expenses
Accountable for communicating and enforcing adoption of process across the core infrastructure teams
Responsible for workforce accountability management within Network Governance
Overall strategy for tracking over utilization and underutilization of data and voice circuits
Keep up to date with market trends of the telecomm industry
Accountable for record keeping of asset decommissioning and disposal

Qualifications:
At least 8-10 years of experience in a Telecomm Expense Management environment or related IT business environment
A bachelor's degree in a business/finance. An MBA is highly preferred
Prior experience with using Tangoe
Understanding of service provider technologies such as IP, MPLS, virtualization, web hosting
Strong Microsoft office skills especially MS excel.
Strong Business Objects and Access skills
Ability to maintain the confidentiality of information is essential.
Strong analytical skills to resolve business problems
Business analysis and project management skills and ability to talk to internal customers to gather business requirements understand challenges and effectively document them

Work Experience and Education Guidelines: B.S/B.A Degree in Finance /related field is a requirement, MBA is highly preferred. 8-10 yrs experience in Telecomm Expense Management
