Director - Finance - Sterling Global Operations - Knoxville


Job description
The Director of Finance directs the development and execution of strategic and financial planning for Finance related matters for the Company. This individual will lead the financial support on pricing and development of cost pools in accordance with FAR (Federal Acquisition Regulation) and CAS (Cost Accounting Standards) and serve as the primary business and financial advisor to the CFO. The position provides direct oversight and management of the company Finance, Project Controls and AR support staff. This individual will also serve as primary interface with DCAA auditors on compliance with regulations. This individual will report to the CFO with day to day working relationship with the business unit managers and support staff. Actively support and uphold the Company’s stated mission and values.

Essential Functions
Works with operational unit to establish budgets, forecasts, and business plans.
Monitors actual performance against the budget and makes recommendations for alternative courses of action to stay within the budget.
Assists in corporate policy development coordinating operational response to proposed policy changes.
Ensures compliance with internal policies and procedures as well as other government regulations.
Makes recommendations to CFO for cost reductions that don’t impair operational performance but enhance profitability.
Educates operational personnel concerning documentation.
Reviews monthly financial reports to ensure accuracy of contract, personnel, and financial data.
Bills customers for our service.
Collects receivables with the cooperation of operational and contracts management.
Supervises billing and analyst personnel.
Assists in developing and documenting bidding strategy and rates for proposals.
Ensures compliance with financial controls.
Interfaces with internal departments and the DCAA in complex auditing assignments.
Conducts and may lead audits and analysis of their organization’s direct and indirect costs, and reviews their practices and procedures, ensuring that labor and non-labor charges are approved, allowable, and processed in a timely manner.
Maintains the Forecast file, including gathering Project Controller’s inputs, actuals reconciliation to CostPoint, review with Project Management and variance

Desired Skills and Experience
Job Requirements
Bachelor’s degree in accounting or finance or related field, advanced degree preferred.
10 -15 years government contracting, manufacturing, public accounting.
Strong working knowledge of FAR, CAS and DFARS and other applicable government regulations.
Experience working with program control techniques in the Federal Contracting environment.
Hands-on experience with Deltek, with specific Costpoint 7 experience is desirable. Alternatively, experienced user of other GL and EVM software acceptable.
Travel to operational locations as required, which are frequently in austere or hostile environments.
