Project Director - Supporting Operational AIDS Research - PATH - Seattle, Washington, San Francisco


Job description
PATH seeks a Project Director under the anticipated United States Agency for International Development (USAID) funded Supporting Operational AIDS Research (Project SOAR). The program aims to improve HIV and AIDS program outcomes through strengthened operational research and evaluation activities. This individual will be responsible for overseeing world class research, building research capacity and disseminating research results for utilization. Specific responsibilities may include:
•Serve as project leader, charged with the development and execution of the overall project strategy, work plan, and achievement of project results.
•Lead the senior-level policy and technical dialogue with USAID, Ministries of Health and other government ministries and units.
•Work closely with USAID missions to provide assistance in designing and implementing operational research and evaluation activities.
•Direct and monitor implementation of research and other activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented, and fulfill USAID/PEPFAR and PATH requirements.
•Lead an integrated project team able to conduct high quality operational research studies and evaluations in a wide range of PEPFAR countries.
•Liaise with USAID and partners to establish the project vision and design and lead the partnership to accomplish project objectives.
•Ensure the timely and complete submission of all performance reports and responses to donor requests for performance, success stories, and financial information for the program.
•Coordinate with other implementing partners on common objectives and activities, as needed.
•Maintain a strong and wide network with key partners and stakeholders, and ensure that the project is represented on appropriate steering and advisory groups.
•Recruit, supervise, mentor, and motivate project team including staff from PATH and international and national partners.
•Oversee execution of PATH personnel policies and ensure that policies and procedures are clearly communicated to staff, and are respected.
•Supervise and mentor all senior management staff.
•Provide oversight for the project’s financial management systems and ensure that they are in line with PATH policies and procedures and donor rules and regulations.
•Maintain effective linkages among technical components, grants and finance and administrative functions within the project.
Desired Skills and Experience
Required Skills:
•Demonstrated management, leadership, decision making, and interpersonal skills.
•Demonstrated knowledge in conducting operational research and advancing the field, building capacity in this area and disseminating and promoting utilization of data.
•Full professional proficiency in English with excellent oral and written communications skills; fluency in other languages a plus.
•Demonstrated ability to work in a multi-site team-based organizational structure.
•Demonstrated ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, host country governments, and U.S. Government Agencies.
•Demonstrated ability to work with partners to achieve results.
•Available to travel nationally and internationally a minimum of 25 percent.
•Understanding of monitoring and evaluation (M&E) requirements under PEPFAR.
•Knowledge or experience in HIV/AIDS technical areas including HIV prevention, HIV testing and counseling, adult and pediatric HIV care and support, key populations, gender dynamics, and PMTCT.
•Knowledge or experience in social science/behavioral and epidemiologic research.
•Proven track record using successful approaches to turning research results into practice/policy.

Required Experience:
•Minimum of a master's degree in public health, tropical medicine, epidemiology, health management, or related field.
•10 years of research experience in the area of HIV prevention, care, treatment.
•A minimum of five years' experience successfully leading international development research projects similar in scope and complexity.
•Proven record of excellent management, leadership, decision-making, and interpersonal skills.
•Experience in operational HIV research.
•Experience working in developing country settings.
•Proven record of HIV/AIDS operational research publications.
•Demonstrated experience with PEPFAR M&E requirements.
Must have legal authorization to work in the United States.
