VP, Clinical Informatics

The Vice President of Clinical Informatics will facilitate the development and implementation of clinical process redesign and information flow as it relates to the hospital Electronic Medical Record (EMR), including any software applications used for clinical patient care. He/She will assist in developing EMR strategic and tactical plans, including implementation strategies, organizational performance improvement, and data retrieval. The Vice President of Clinical Informatics will develop plans and strategies for assuring physician and all healthcare providers' acceptance and ongoing use of the EMR. He/She will supervise a staff responsible for order set design; Clinical Decision Support, EMR training and Clinical Documentation Improvement. The individual will also work closely with the entity Clinical Informaticists. The role demands multiple skill domains including clinical operations, education, consulting, leadership, technology expertise, performance improvement, patient safety and administration.

Key Responsibilities

Acts as the primary liaison between IT, Clinical Staff and Physician Staff to insure that Clinical Information System (CIS)/EMR implementations are optimized based on clinical workflow redesign, patient safety, and evidence-based medicine.
Participate in the CNO meetings regularly.
Regular oversight, contact and supervision of the Entity Clinical Informaticists.
Attends IS Division Clinical Systems dept meetings.
Co-chairs the Clinical EMR and Clinical Design Team with the CMIO.
Assists in identifying and resolving any barriers to the adoption of technology in clinical practice.
Develops plans and strategies for gaining physician and other healthcare providers' acceptance and ongoing use of CIS/EMR.
Facilitates performance improvement through effective use of information technology.
Responsible for managing safety of IT systems in clinical use including FMEA of technology solutions.
Oversees implementation of CIS ROI strategies and benefits realization processes including the implementation of decision support functions and meaningful use criteria compliance.
Designs, specifies, and helps implement CIS integration plans and strategies along with IS colleagues.
Directs the design and deployment of system specific training programs for information systems used by clinical staff.
Assists in developing, reviewing, and implementing CIS policies and procedures.

Qualifications

Must have a minimum of five years’ progressive responsibility in Clinical Informatics selection, implementation and optimization of areas such as clinical data repositories, electronic medical records, clinical documentation, computerized order entry / results reporting, and physician access systems.
Minimum of five years’ experience in project and program management, preferably in healthcare.
Technical knowledge and experience with multiple information systems and technologies including hardware and software such as Cerner, Clinicomp, Oracle Databases, SQL databases, Picis OR, IDX, RL Solutions, wireless technology, and browser technology.
Minimum of five years’ related management experience required.
Must be proficient with Microsoft operating systems and office tools.
Accomplished team-oriented leader with demonstrated achievements in implementing CIS projects in a complex healthcare organization.
Must possess strong skills in project management, business and clinical process redesign, written / verbal communication, physician relations, and customer satisfaction.
Must be a skilled decision-maker that works proactively in a high stress environment.

Education

Master's Degree in Clinical Informatics, Nursing, Information Systems, or related field required along with clinical licensure in a health care field.

Solid technical grounding, including database architecture, network topology, HL7 interfaces, software testing, clinical information systems for multiple applications including point of care, lab, radiology, operating room, incident reporting, and browser based.
Experience in software implementation, including design specifications, and testing.
Proven leadership abilities and a comprehensive knowledge of healthcare information systems.
Healthcare operations experience and the effective use of technology to improve patient care.
Proven management skills with a track record of mentoring and developing staff.
Effective presenter and educator.
Proactive in bringing issues to the senior management team and other leaders, building consensus and delivering practical solutions.
Experience leading complex advanced clinical information systems implementations.
Excellent verbal and written communication/presentation skills.
Exhibit the highest values of excellence, integrity and innovation.
Fiscally responsible; experience developing and monitoring budgets.

Physical Requirements

Incumbent spends 5-6 hours per day sitting at desk, computer terminal or meeting table. Use telephone frequently; must be able to hear and speak clearly by telephone.
