Director Compensation And Benefits APAC & MEA Allergan Singapore

Provide thought leadership and direction by making recommendations on C&B strategy and design within the Allergan framework
Partner with Regional leadership and Global C&B to enhance the overall design, implementation, communication and administration of the organization's total compensation and benefits programs for Asia Pacific.
Ensure robust survey data is utilized, manage salary range development and the job evaluation process. Review local practices to ensure C&B policies and practices are within target range.
Support the global bonus and stock plan award process and the design and administration of local bonus plans. Support design of special compensation programs such as cash retention programs.
Provide consulting services to HR Generalists
Evaluate the effectiveness of existing C&B programs, policies and guidelines in the region, and recommend plan revisions including impact analysis of potential changes to ensure competitiveness in Asia Pacific’s markets
Ensure C&B policy framework harmonization within the country
Work closely with our Global Benefits Management partner to ensure healthcare and insurance programs are leveraged, competitive and costs are monitored and governance guidelines are followed as effectively as possible to meet business objectives
Prepare, manage and communicate guidelines on core processes e.g. salary planning, salary range planning, global bonus and stock awards, etc.
Deliver training to HR team in core process, C&B systems and C&B field training.
Keeps apprised of C&B legislation of local governments in order to ensure company compliance in the region. Support and assist in communication of global and regional compensation and benefits governance guidelines.
Recommend pay packages for senior level hires.
Partner with Global Mobility on expatriate management for regional expatriates on global mobility policies
Participate on global compensation and benefits team.
Qualifications

Skills and Experience
A collaborative, business-oriented leader who has previously managed a compensation department for the Asia Pacific region for multi-national organizations
Exposure to operating within a matrix organization and able to draw on business resources as and when required
A C&B generalist, able to draw upon deep technical expertise. Higher level analytical skills are required.
Possession of deep local C&B knowledge and regulatory issues across the region and established a strong network of contacts. Preferred experience with compensation practices and benefits in China.
Has a good level of business understanding and conceptual understanding of how C&B can support and help drive the business agenda, with strong ethical sense
Prior experience working with HR information systems, highly preferred to have Workday experience.
PC proficiency with Word, Excel, Powerpoint

Ability to work cooperatively and collaboratively as a business partner with the HR Generalist
Ability to provide thought leadership to the Region and HR team to help them develop their C&B agenda
Ability to influence and challenge the HR team to ensure appropriate design and implementation as well as compliance;
Ability to represent Regional issues at the Global level
Leadership and team-building capabilities to enhance performance and delivery of C&B objectives
Proven ability to think strategically, develop solutions and implement sound C&B strategies
Ability to navigate successfully in a corporate environment and influence leaders in the region as well as globally
Ability to think strategically, “roll up the sleeves” and drive results is key

Qualifications
Bachelor's degree with professional certifications. MBA or Masters a plus
Ten years of senior HR experience and/or a experience in regional HR or regional C&B
