The Collateral Management business currently manages in excess of $15bn of assets in Luxembourg, forecast to increase significantly over the next two years. The business generates significant amounts of local liquidity using these assets without credit support from BBPlc.
The Head of the Collateral Management Business is responsible for managing the business within the Firm’s risk appetite and delivering 15% growth in returns for each of the next 2 years.
The mandate is global, involving the development of securitisations using Barclays Group assets located anywhere in the world, and liquidity transactions are expected to be entered into with counterparties in Europe, the US and Asia.
The key accountabilities are:
· Structuring and executing at least one new securitization each year, to be optimised as far as possible for Bank of England Discount Window (DWF) eligibility or other liquidity purposes;
· Developing additional funding relationships with market counterparties to fund securitisation positions via repo, collateral swap etc;
· Providing support to help the Firm meet its strategic collateral objectives – DWF, pension scheme, liquidity ratios etc, including contribution to Firm wide objectives regarding securitisation and secured financing;
· Assisting BBPLC with post deal administration of securitisations, including monthly replenishments, reporting, data architecture etc;
· Analyse feedback from Group Treasury re impact of transactions on funding strategies, liquidity coverage ratios, capital, large exposures and other key metrics;
· Managing and developing the talent in the team;
· Anticipating the impact of change however it arises and developing and executing appropriate plans to mitigate such change, managing the impact of change on the team in a way that maximises retention;
· Developing and maintaining a strong network of key stakeholders within the Firm.
Risk and Control Objective
Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Barclays Operational Risk Framework, Enterprise Risk Management Framework and internal Barclays Policies and Standards.
Person Specification
· Significant structured finance experience at a leading bank or asset manager;
· Demonstrable track record of thinking strategically and then executing efficiently to develop the business and respond swiftly and flexibly to change;
· Technical expert in securitisation market and credit structuring - demonstrable track record of applying that knowledge to structuring and executing transactions;
· Familiarity with key accounting and regulatory issues;
· Ability to hire, develop and lead a high performing team;
· Very strong analytical and problem solving skills;
· Ability to successfully manage complexity and ambiguity, and treat change and problems as opportunities to generate value;
· Ability to develop and leverage relationships both with counterparties and internal stakeholders;
· Excellent communication skills, both written and verbal, and ability to position the business with key internal and external stakeholders;
· Strong emotional quotient skills; resilient and able to lead a team through adversity;
· Demonstrates excellent judgment on both technical and personnel issues;
· Possesses strong negotiation and mentoring skills;

Stakeholder Management
Key internal stakeholders within GFD include the BI Treasurer, the Luxembourg Country Head, and the Head of BI Capital Markets Execution. Within the Investment Bank, key stakeholders include the Head of Global Portfolio Management, the Head of Credit Structuring and the Head of Securitised Products, together with senior salespeople covering financial institutions in Europe and the US.
