Technical Director Measurement and Verification Siemens Arlington

Siemens Government Technologies (SGT) is seeking a Technical Director – Measurement and Verification who will be responsible for establishing and maintaining energy engineering excellence by setting energy engineering methods and procedures for measurement and verification for Federal performance contracts including, but not limited to ESPC and UESC contracts.
This individual will provide oversight in the development measurement and verification technical resources which will interface and assist the Federal Energy Team during development, implementation and post-construction phases of a project.

Responsibilities include:
• Development of standard measurement and verification processes and reporting which incorporates the International Performance Measurement & Verification Protocol (IPMVP), Department of Energy (DOE), Federal Energy Management Program (FEMP) and Army Corp of Engineers(ACE) guidelines as required.
• Manage M&V Energy Engineering resources for SGT.
• Develop standard for measurement and verification templates by ECM to be used on all Federal Energy saving projects.
• Manage and track the ESPC guarantee risk portfolio.
• Ensure customer satisfaction by providing support and managing and resolving customer issues.
• Maintain excellent customer relationship and all performance assurance records on guaranteed projects.
• Support interface customer for technical problem resolution throughout the M&V life of a project.
• Ensure annual reporting meets all required performance metrics and documents initial monitoring and verification activities are complete and accepted.
• Verify project M&V cost elements for performance assurance setup and service agreements.
• Manage file maintenance of all performance assurance records.
• Work with team to adjust and fine tune building systems and maintain energy savings.
• Initiate action plans for problem resolution.
• Track and review energy technical support program (TSP) estimates and actual costs to meet contractual obligations. Report to management on results as needed.
• Perform customer training to field employees responsible for performance contracting.

Requirements include:
• Bachelor Degree in Engineering, Technology or other technical field.
• Certified Energy Manager or Professional Engineer certifications energy industry experience preferred.
• 7-10 years industry related experience with good verbal and written communication skills.
• BCA Certified Building Commissioning and/or NEEB BSC certifications industry experience preferred.
• Expert Knowledge of Verification Protocol standards (IPMVP), FEMP 4.0 and general energy industry practices and procedures.

Preferred Experience:
• Master degree in Engineering or Management
• 10+ years in the Energy business with a proven history of progression in the ESPC industry.
