Directs and plans payroll operations and activities to include payroll tax and garnishment compliance. Evaluates current and proposed changes to processes and systems that will impact the organization. Responsible for identifying and implementing changes due to Federal and State Regulatory changes. Organizes and integrates the resources and systems necessary for an effective and efficient payroll operation. Works collaboratively with all areas of HR to include Communities of Expertise (Strategy & Analytics, Total Rewards, Talent Performance & Design, and Learning & Development), Business Partners, Solutions Delivery and Staff Operations as well as Corporate Finance and Labor & Employment Counsel.

We are currently seeking talented Director Payroll for our San Antonio, TX facility.

Directs the Payroll staff, monitors payroll operations, for all 50 states and expats, and is accountable for the accurate processing of pay. Manages the payroll tax function to include compliance with Federal, State, Local and Out of Country regulations and reporting. Plans, organizes, directs, leads, and manages assigned resources.
Consults with business partners and/or vendors to identify payroll solutions to identified business problems. Coordinates and communicates with vendors to define and prioritize work needed to support HR business goals and solve business problems.
Monitors the changing business and regulatory environment. Researches complex payroll issues, analyzes the business impact, and implements changes to policies, processes, and systems that impact Payroll. Identifies and anticipates problems and critical issues.
Establishes RCSA, quality assurance and audit processes that ensure data integrity, accuracy and protection as necessary. Maintains adequate controls and conducts periodic reviews to ensure compliance with Federal laws, tax regulations, statutes for state/locality, and company policies. Establishes and monitors key metrics for reporting to the Board of Directors. Engages with senior management and/or general counsel to obtain approvals when needed.
Ensures proper Payroll representation in projects involving development, upgrade or modification of payroll and time entry tools including reporting systems and databases. Ensures that requirements are accurately represented and considered, coaching users through the requirement definition process as required. Coordinates with the user community to complete and approve required systems/tool testing.
Manages and ensures effective and timely responses and resolutions to complex employee payroll inquires which. Adhere to established service level objectives.

Minimum Requirements

8+ years of Payroll, Finance/Accounting, Human Resources or related experience to include 5+ years progressive payroll processing experience running internal payroll systems; 3+ years experience leading teams or programs.
Bachelor's degree in Accounting, Human Resources or related field or 4 additional years of directly related work experience in Human Resources in lieu of a degree.
Preferred

10+ years of Payroll, Finance/Accounting, Human Resources or related experience to include 6+ years experience processing pay in a multicounty environment.
CPA.
Workday experience.
CPP (Certified Payroll Professional) designation.
