Director Financial Regulation Counsel PayPal New York

The position reports to the Senior Director, Head of Financial Regulation and will provide global support to PayPal Global Compliance & Ethics (GC&E), business units and PayPal subsidiaries as a global subject matter expert in financial services regulation focused on U.S. and international regulations AML/CFT/sanctions, including OFAC. The successful candidate will:
• Partner with GC&E, other risk units, and business units to provide proactive legal advice and share best compliance practices from the financial services industry.

• Work cross-functionally to identify, analyze and mitigate relevant issues related to the introduction of new products and services and the geographic expansion of PayPal’s business.
• Assist GC&E in the development of company standards, training, and toolkits.
• Lead or participate in internal reviews and investigations.
• Represent PayPal’s interests and interface directly with regulatory agencies and external counsel, as appropriate.
• Assist Government Relations in responding to relevant legislative and regulatory proposals.
• Develop and work with the Corporate Development team to conduct due diligence on acquisition targets.
• Participate in industry conferences and publish articles related to the subject matter.
Job Requirements
J.D. or equivalent required.
Minimum eight years’ relevant experience in a top-tier law firm, as a senior member of an in-house legal team (experience at a major financial institution preferred), or similar experience in a relevant federal or state regulatory agency.
Deep subject matter expertise in AML/CFT/OFAC regulations and administrative/statutory framework, including BSA, IEEPA, TWEA, Executive Orders, etc. International equivalents in UK, EU, Hong Kong, Singapore, Brazil, and Luxembourg.
Demonstrated knowledge of AML/CFT/sanctions risks associated with products, business lines, and countries.
Experience with ACH, CHIPS, Fedwire, and/or digital payment platforms preferred.
Experience interacting with regulators and auditors.
Creative problem solver with a demonstrated ability to provide pragmatic legal advice and share industry best practices.
Ability to work with multiple legal systems and jurisdictions across multiple time zones and to collaborate with relevant teams.
First rate oral and written communication skills.
Moderate travel required.
Sense of humor.
