Facebook is working on many innovative technology R&D projects that we believe will make it easier for the nearly 60% of people in the world who are not on the Internet to get online. Promoting a pro-connectivity global policy framework is essential in delivering on the promise of these new access technologies and network architectures. Central to this role will be regular interaction with Facebook’s world-class technologists and also policy-makers around the world, so we can drive and influence these pro-connectivity policies.

Responsibilities
Develop the company's policy position and advocacy approach on licensed and unlicensed spectrum policy in the U.S. and abroad, including advocacy on pending legislation.
Identify opportunities to advocate for pro-coverage spectrum policy and best practices in the U.S. and abroad.
Define the company's policy position on FCC spectrum proceedings that will have a positive impact on global spectrum policy (e.g., various unlicensed spectrum proceedings and target bands for sharing).
Provide policy input into the company's position on emerging unlicensed and licensed spectrum policy and technical standards.
Engage with relevant associations, such as GSMA, DSA and unlicensed spectrum groups.
Provide policy development and/or advocacy support for Facebook Connectivity Lab projects that have terrestrial spectrum requirements, including planning and execution phases of network trials, commercial pilots, and full scale rollouts.
Work closely with Facebook Legal, regional policy teams, and outside policy, legal or technical consultants to achieve the team’s spectrum-dependent connectivity goals.
Requirements
Travel in support of achieving project-specific and spectrum advocacy goals up to 25% of time
Experience speaking to a range of technical audiences
Experience with radio spectrum (policy, technology) and the networks that utilize this spectrum
Experience in the roles of the ITU and country-specific telco authorities for managing and maximizing the utilization of spectrum resources
Bachelors degree in public policy or relevant major required
JD, MBA or advanced technical degree relevant to spectrum policy preferred
8+ years experience in telecommunications, telco-related law or policy in private or public sector
3+ years government experience as an advisor or staff member of the FCC or another telecommunications authority
