Facebook is working on many innovative technology R&D projects that we believe will make it easier for the nearly 60% of people in the world who are not on the Internet to get online. Promoting a pro-connectivity global policy framework is essential in delivering on the promise of these new access technologies and network architectures. Central to this role will be regular interaction with Facebook’s world-class technologists and also policy-makers around the world, so we can drive and influence these pro-connectivity policies.

Responsibilities
Provide policy support for important backhaul connectivity approaches being championed by Facebook, including via satellite and stratospheric solar aircraft (i.e., HAPS - high altitude platform systems).
Evangelize Facebook’s stratospheric and space-based backhaul strategy and programs with key policy-makers and service provider partners.
Support the definition and execution of ITU-based technical studies that are foundational to achieving globally-harmonized spectrum in support of stratospheric backhaul connectivity.
Drive alignment among key stakeholders with interests in HAPS candidate spectrum bands, including mobile network operators, satellite operators, key domestic and international government stakeholders (FCC, NTIA), and associations including GSMA.
Provide planning support to Facebook teams responsible for leading connectivity deployments across all regions with a primary focus on LATAM, Asia and Africa.
Work closely with Facebook Connectivity Lab, deployment team, legal, regional policy, consultants and other advisors to remove legal and policy hurdles to lower cost connectivity in target deployment countries.
Requirements
Travel in support of achieving project-specific and spectrum advocacy goals up to 25% of time
Experience speaking to a range of technical audiences
Experience in working with radio spectrum (policy, technology) and the networks that utilize this spectrum
Experience working within the satellite industry and with mobile operators
Experience in the roles of the ITU and country-specific telco authorities for managing and maximizing the utilization of spectrum resources
Experience with the ITU’s technical study groups and WRC process in support of changes to the Radio Regulations
Bachelors degree in public policy or related field required
JD, MBA or advanced technical degree relevant to spectrum policy preferred
8+ years experience in telecommunications, satellite or HAPS-related industries
