Director Financial Planning Analysis Harvard University Cambridge

Reporting to the Associate Dean of Finance and Chief Financial Officer, the Director of Financial Planning and Analysis coordinates Radcliffe’s financial planning, budgeting, and analysis functions, working collaboratively in a team setting to provide Radcliffe with comprehensive, strategic financial support. Develops deep working understanding of Radcliffe financials including operating and capital budgets, financial projections, and endowment details. Serves as primary liaison to the university budget office. Serves on university committees such as the Budget Directors Forum. Supervises assigned finance department staff.
Essential Duties and Responsibilities:
Long-Range Planning: Working closely with the CFO, develops and maintains multi-year financial and capital plans. Performs a range of financial modeling and ad hoc analysis. Coordinates the multi-year plan with development of the annual operating budget.
Budget Development, Analysis, and Reporting: Leads development of Radcliffe’s operating budget in consultation with CFO. Creates the annual budget calendar, coordinates training, oversees scheduling of budget meetings with departments, and compiles budget requests. Reviews budget submissions, prepares budget meeting agendas, and formulates recommendations. Prepares analyses and management reports and works with CFO to prepare consolidated budget submission to the university budget office. Maintains budget and planning related data.
Training: Trains and supports end users on process, university budget application (HUBS) and reporting tools. Orients new department directors and financial staff to their budgets.
Capital Budget: Works with Facilities Management and CFO to prepare multi-year capital plan. Maintains financing plan in the capital plan system. Coordinates capital plan update with multi-year planning. Reviews and approves capital project documentation for submission to Central Administration and approves payment of capital project invoices, coordinating with Facilities staff. Analyzes impact of capital budget on operating and multi-year budgets.
External Relations and Communications Budgets: Develops annual budgets for External Relations and Communications departments in consultation with managers. Monitors budgets and regularly communicates with managers regarding budget variances and spending plans.
Coordinates Budget Review and Monitoring of Spending with Finance Staff: Reviews monthly budget reports. Discusses budgets quarterly with managers, directors, and CFO and forecasts year-end position quarterly. Prepares variance analysis for various budget categories for CFO and prepares flux analyses for Central Administration. Makes adjustments to budget and documents changes in collaboration with CFO.
Restricted Fund Oversight: Oversees compliance, financial administration, and documentation of restricted funds. Ensures maximum fund use consistent with terms. Provides information to External Relations for donor communications and prepares financial reports sent to donors. Manages quarterly and year-end closing application of income from restricted funds and related transfers.
Policies and Procedures: Writes, maintains, and communicates budget policies and procedures. Advises CFO on enhancements to budgeting process.
Financial Operations: Keeps current with changes in accounting and control requirements. Communicates Radcliffe financial policies and procedures and serves as co-chair of the Financial Issues Group (FIG) to disseminate information and training to Radcliffe managers and staff. Manages local user security for HUBS. Sets up new chart of account values and disables old values in Oracle and maintains cross validation rules.
Basic Qualifications
Bachelor’s degree in Business Administration, Accounting, Finance or related field.
Seven years progressively responsible experience in financial analysis and budget management including staff supervision.
Knowledge and understanding of fiscal control systems and procedures related to the safeguarding of institutional funds.
Knowledge and understanding of financial reporting processes, procedures, and requirements.
Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections.
Experience supervising and training employees, including recruitment, professional development, and performance management.
Excellent communication and professional leadership skills, strong interpersonal skills and the ability to work effectively with a diverse range of constituencies.
Skill in the use of software to quantify and illustrate complex financial data, comparisons, impacts, and/or projections.
Proven ability to work effectively in a fast-paced, team-oriented environment while maintaining the highest standards of accuracy and customer service.
Additional Qualifications
Advanced degree (MBA or other) strongly preferred
Experience in an institution of higher education.
Comprehensive knowledge and understanding of federal and state financial laws, regulations, and operating guidelines as they relate to higher education.
Fund accounting experience.
Comprehensive knowledge of financial accounting principles and processes as they relate to restricted funds.
Knowledge of current changes and/or developments in federal, state, local accounting laws, and the financial policies and procedures of a complex organization
