The Software Program Director for GE Health Engineering is responsible for overall planning, execution and delivery from multiple scaled agile value streams building applications and platform software services for the Health . Responsibilities span the complete software development life cycle and include leading a global Community of Practice for program, value stream and agile release train management patterns, KPI’s and best practices.
Essential Responsibilities The successful candidate will also contribute to the governance, portfolio and strategy guiding the development of the Health from concept to revenue generation of services and apps.

You will manage other managers and individual contributors - This leader is both a technical program leader within a focus on program management and also responsible for developing and coaching his/her employees within this function.
You are seen as setting strategy - This leader will be influencing from a strategic and program execution standpoint across all engineering disciplines and relevant business functions. Leaders also need to be able to influence beyond the scope of their immediate business segment, potentially across modalities and CoEs. Financial responsibility and accountability with strong metrics.
Use expertise, industry & competitive intelligence and deep knowledge and proven expertise to execute programs to deliver superior product / services through implementation of program management practices to ensure that products meet & exceed expectations using Agile/Lean methodologies including Scaled Agile Framework (SAFe).
You will develop, harvest and apply successful program execution patterns across the portfolio of Health value streams,
Drive lean-agile and devops based mindsets and leadership to optimize flow, velocity and quality of delivering software solutions to a global market
Lead and nurture a global Program Management Community of Practice for cross value stream strategy and program execution, including continuous improvements and best practice sharing.
Coordinate and support cross functional activities across value streams such as release planning, capacity budgeting, technical dependencies, design transfers, suppliers, risk and compliance management.
Establish program governance including reporting, communication, security, regulatory, standards, quality and release requirements.
Provides expertise on the overall program and technical risk management for the Health
Drive new ways of thinking, across groups within the division, to improve quality, engineering productivity, and responsiveness to feedback and changing priorities.
Find opportunities for collaboration across groups in the Test Community of Practice, ensures that cross-team commitments are set, and achieves scale in his or her work efforts by enabling the work of others.
Manages the technical dependencies, within product and cross business areas, including Predix
Uses expertise to set priorities and influences current and future releases aligning product and business vision to program execution.
Removes impediments, obstacles and builds consensus across the teams and solutions.
Provide subject matter expertise in processes and methodologies with ability to adapt and improvise in various situations.
Choose the appropriate internal or external technologies, incorporates research, creates designs that are reused across the team, and is an excellent judge of practices that work well.
Define quality metrics, best practices and test coding patterns, and provides deep expertise on the testing strategy.
Demonstrate superior leadership skills and ability to propagate ideas and designs downstream while delegating work effectively across teams
Resolve issues outside his or her area of responsibility and opens discussions with peers and takes action when needed to ensure the success of the product.
Demonstrate superior product and industry knowledge and helps the organization gain the competitive edge.
Qualifications/Requirements
Basic Qualifications:

Bachelor’s Degree in Computer Science or in “STEM” Majors (Science, , Engineering and Math)
A minimum 15 years of experience along with established leadership across the discipline and function.

Desired Characteristics
Global Program management in a regulated environment (FDA, MDD, etc.)
Experience managing programs delivering software in a environment
Scaled Agile Framework (SAFe) Experience or SAFe certified
Experience with Rally, Flowdock, DevOps, etc.
