Under the Principal Investigator, the Project Director will ensure smooth functioning of day-to-day program activities for an anticipated 5-year HRSA-funded global HIV-related program. The Project Director provides high-level technical and managerial oversight and guidance in the development, implementation and management of the project. S/he works on integration, capacity-building, scale-up for impact, quality assurance and sustainability of the project efforts. S/he also coordinates with the technical and program implementation teams to ensure project integrity, alignment with key goals and objectives, and appropriate use of project resources.
Responsibilities:
Provides programmatic and technical leadership, strategic direction and prioritization to ensure technical and financial integrity of the project and to achieve project goals, objectives and targets
In coordination with the Principal Investigator, ensures that the project incorporates state-of-the-art implementation and programming into the technical strategies, program design and implementation
Keeps Principal Investigator up to date on country level implementation including successes and bottlenecks
Cultivate strategic relationships between Jhpiego, HRSA, Ministries of Health, civil society organizations, educational institutions, and other stakeholders for the smooth implementation of project activities
Work with the PI to obtain necessary programmatic and technical inputs, and determine TA based on agreed upon plans
Mentors, supports, supervises and manages a team of highly qualified technical, managerial and administrative staff and aligns their efforts in concert with project goals
Contributes to timely, accurate and appropriate reporting of program activities, including progress and annual reports, and technical and financial reports to HRSA
Leads the development of annual work plans and budgets
Works closely with MER team to ensure that M&E systems are set up and data are regularly collected per indicators
Guides the MOH, professional associations and other national stakeholders in the revision/development of evidence-based guidelines and standards for competency in HIV and related capacity building strategies, and support efforts to improve recruitment, deployment and retention of HIV/AIDS health care workers
Ensures compliance with US government and PEPFAR reporting requirements
Required Qualifications:
Master’s level degree in a relevant field such as public health, public administration, health administration, nursing, medicine, another health profession, etc.
At least 10 years of experience in coordination and management of international public health programs, preferably HIV programs.
Demonstrated excellent knowledge and experience in PEPFAR and national HIV care and treatment strategies
First-hand experience in strengthening of health services, health provider training, performance improvement, supervision, and health workforce planning
Knowledge of U.S. Government policies and administrative, management and reporting procedures and systems
Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders in the context of complex and shifting priorities
Experience backstopping program activities with governmental, non-governmental and private sector partners
Demonstrated experience collaborating with in-country partners to implement program activities
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
Excellent oral and written communication skills in English
