Job Description:
The Director, Procurement Office is responsible to the Director of Kennedy Space Center (KSC) for the overall management and operation of Center procurement activity including planning and implementing acquisition strategies, issuing solicitations, conducting negotiations, processing awards, and administering contracts

Basic Qualifications:
Applicants must meet the following basic qualifications unless they are granted a waiver by the Agency Senior Procurement Executive in accordance with NASA procedures:

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
Federal Acquisition Certification: Applicants must possess or be eligible for a valid level III Federal Acquisition Certification-Contracting (FAC-C) or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, or at a minimum, meet the current experience and education requirements to receive a FAC-C level III (the level required at the agency for GS-13 and above positions in contracting).

Technical Qualifications

Expert knowledge of Federal procurement and financial assistance policy and procedures and skill and experience in applying that knowledge in business dealings with high level technical and management personnel in government and industry.
Demonstrated ability to plan and manage a complete procurement program to meet multiple requirements, including large dollar value contracts for projects, major systems and services, and institutional support.
Hands on experience in negotiation, administration, oversight and evaluation of highly complex procurements, for a variety of products and services utilizing appropriate contract types to meet all programmatic milestones/deadlines.
Demonstrated ability to provide strategic leadership for a procurement organization, including assessing the short and long term health of the organization, formulating objectives and priorities, and implementing plans to meet the acquisition requirements of the organization.
