Senior Director IT Business Services Amtrak Washington

Job Description:
The Sr Director IT Business Services is an executive-level role and is responsible for managing the capabilities that are in alignment with the mission, values, and objectives of the IT organization. This role will direct the financial management, vendor contract management, resource management, risk & compliance, and IT communications divisions within the Chief Business Office. This role leads the integration of Business and IT process across multiple functional areas. The position oversees services provided to multiple internal and external customers and will focus on one or more industries of moderate to high complexity.

Essential Functions

Lead/oversee IT finances and fixed assets, including budget, forecasting, accounting, financial performance measurement and reporting. Recommends IT spending, and develops, tracks, and takes appropriate steps to stay within budget. Role will serve as primary financial decision maker and leader for AMTRAK IT.

Oversee Departmental support activities such as Financial Management, Contract &Vendor Management, Resource Management, Risk and Compliance, Communications, and Facilities Management.

Partners with business leaders to develop an integrated IT and business strategy.

Participates in the governance board that defines the IT mission, oversees operations, and determines IT investments, and pricing and product strategies.

Implement value-added IT measurement process to drive cost savings, demonstrate strategic value and drive better alignment to business outcomes and needs. Initiates and directs the improvement processes that impact customer satisfaction and relationships. Actively reviews and improves upon processes and is accountable for ensuring that they are followed. Coaches team about corporate decision making processes, prioritization, and IT/Business-unit alignment.

Manages the development of the business technology plan. Implements solutions consistent with the architecture.

Manage and monitor the current and future demands of the business; ensure the capacity of IT (people and technology) can meet the needs of the business.

Works with business groups and service providers to establish service level agreements that support business objectives. Modifies as required. Ensures internal SLA's are met.

Provides advice and counsel to the vendor relationship decision making and contract development processes. Ensures contacts are in place.

Oversees the manage and negotiation of contract terms, to include outsourced vendors, service engagements and contractor MSAs; coordinate with procurement organization as appropriate.

Ensures that vendor contract obligations are met.

Manage and conduct audits.

Coordinate project-related and corporate IT training.

Develop an IT-wide knowledge management capability.

Coordinates with other Organizations on the development and implementation of technologies that makes it easier for customers and suppliers to do business with the enterprise and increase profitability.

Meets regularly with team to gather work statuses. Discusses work progress and obstacles. Provides advice, guidance, encouragement and constructive feedback. Ensures work, information ideas, and technology flow freely among the Business Services Department.

Establishes measureable individual and team objectives aligned with business and organizational goals. Documents and presents performance assessments. Recognizes and rewards associates commensurate with performance. Implements organizational practices for staffing, Equal Employment Opportunity (EEO), diversity, performance management, development, reward and recognition, and retention.

Ensures staff has the resources and skills needed to support all work initiatives. Forecasts new skill requirements based on emerging technologies. Participates in IT workforce deployment activities.

Generates appropriate communication, process and educational plans for mitigating the disruption of change. Develops timelines and action steps for anticipating and framing the type of change.

Work Experience

Extensive years of relevant technical and business managerial experience.

Technical and/or ITIL, Project Management, or equivalent Certifications.

Other Requirements

Extensive financial, accounting, and budget management experience to include developing and tracking budgets, forecasting, accounting and financial performance measurement. Strong business acumen is required.

Ability to learn IT environment quickly and gain deep understanding of Amtrak's technology.
Business knowledge and ability to understand business strategy definitions and requirement.

Experience with resource management and the best practices to manage, monitor and align staff resources with current and future demand.

Experience managing the contract development process; knowledge of sourcing methodologies and ability to work with service providers to establish contracts that support business objectives.

Strong project management and team management skills.

Extensive experience influencing senior level management and key stakeholders. Strong interpersonal skills with executive presence and executive level communications abilities.

Impeccable personal and business maturity, integrity and ethics.

Adapts appropriately to changing conditions and can work effectively in ambiguity. Works constructively under pressure.

Preferred

Experience working in large complex companies, that heavily rely on real time 7x24 IT operations to succesfully service external customers.

Communication And Interpersonal Skills
