Job description
Summary Of Duties
Directs and plans major engineering infrastructure programs required to support Amtrak’s Northeast Corridor.
Essential Functions
•Direct, plan, schedule and implement the annual and long-term programs for capital and maintenance track construction projects.
•Manage $100M FY09 capital track production program and be responsible for the completion of the program within the scope, schedule, and budget. Manages $30M FY09 Production Engineering core budget.
•Responsible for track, structures, and communications and signals production projects to ensure completion according to scope, schedule and budget, as well as compliance with Amtrak and FRA standards and procedures.
•Directs the planning, procurement, and maintenance of equipment and vehicles used in the projects and general maintenance of the Northeast Coridor.
•Ensures resource utilization, both labor and eqipment for operating efficiency.
•Responsible for the integration of infrastructure projects with all disciplines and involved departments to ensure effective implementation and workforce resources.
•Responsible for setting goals and objectives for the production teams to provide for efficiencies and continuous production improvements.
•Directs the planning of safety actions to promote a safe workplace and safety behavior in the workforce.
•Provide leadership to managers and the workforce to follow safety work practices and improve safety.
•Assists in organizing, developing and presenting programs to ensure Amtrak’s supervisory staff is familiar with, understand and implement measures and programs to increase productivity and/or comply with policy and standard during the course of their regular duties.
•Ability to be on call 24/7.
Preferred Education
B. S. Degree in Business Administration, Engineering or a related field or the equivalent combination of training, education and/or experience.
Work Experience
•Extensive skills in advanced leadership and management with the ability to motivate others.
•Extensive and effective presentation and interpersonal skills; time management; conflict resolution and conducting formal investigations.
•Extensive knowledge of Roadway Worker Protection; NORAC/General Code Operating Rules; MW 1000, AMT 2, AMT 23, AMT 27 Hazard Communication (Right to Know) and personal protective equipment.
•Prior satisfactory job performance.
•Demonstrated experience of effectively communicating within and outside of the organization.
•Demonstrated skills using Microsoft Office.
Preferred Work Experience
•Extensive experience in the railroad industry.
•Demonstrated experience in project management, administration, planning and scheduling and contract and labor agreements management.
•Demonstrated experience in using Amtrak’s business, operations and financial systems.
•Extensive experience in railroad operations & procedures.
•Demonstrated supervisory experience.
•Demonstrated technical experience with regard to track systems, policies and procedures.
