Director - Employment Tax - AT&T - St. Louis

Overall Purpose: This position will be responsible for providing tax support to the Payroll Operations, Executive Compensation, and Human Resources business units for individual income tax, state unemployment tax, and local tax issues that are identified. Specifically, the candidate selected will research and coordinate Company tax positions on Federal taxability of compensation, state resident/non-resident income tax withholding and sourcing of income, state unemployment tax, and local tax questions. Position will include participation on the company-wide Organization Movement Request Committee and will formulate tax positions on successorship decisions and state unemployment filings for all AT&T employee business unit movements. Position will assist Executive Director-Tax in analysis of SUTA planning opportunities, including joint account analysis, voluntary contributions, and unitary strategies. Positions formulated in this function will impact taxation treatment of compensation for 230,000 active employees.

The position will be responsible for providing tax support to Accounts Payable on all tax issues involving non-employee compensation, to include positions on items that are reportable/non-reportable for tax purposes. This will include coordinating tax positions on Legal settlements and contractor tax issues company-wide.
The position will coordinate employment tax positions on AT&T Mergers & Acquisitions, including communications to Tax, Finance, Legal, and HR business units involved in the process.

Primary Responsibilities

Responsible for tax support to the Payroll Operations group at AT&T for determination of proper taxation and sourcing of compensation for Federal, state, and local tax purposes. Position will research tax and unemployment issues for Federal, state, and local jurisdictions through communications with the Payroll Operations group. Position assists Payroll Operations on Federal and state employment tax audit questions.
Responsible for determination of tax treatments and reporting requirements for all non-employee compensation issues as provided by AT&T Accounts Payable. Candidate will research positions and formalize memos for usage within the Company for both Federal and state issues impacting Form 1099-MISC.
Researches and coordinates advise to senior and executive level management on employment tax implications of business decisions, mergers and acquisitions, business plans and legislative changes at the Federal, state, and local levels.
Responsible for determination of Successorship status on all Employee entity transfers, including issuance of ruling to the Organizational Movement Request Committee of AT&T. Coordinates all required state SUTA filings required to comply with DOL SUTA-dumping statutes.
Education:
Bachelor’s Degree preferred.

Experience:
Typically requires 10 or more years of experience.
