Job description
Position Summary
The Director of IT Sourcing is a new leadership position in PG&E’s Supply Chain organization reporting to the Vice President of Supply Chain. This position will provide strategic direction and hands-on leadership for the company’s annual $400-$500 million in Information Technologies (IT) spend including hardware, software, telecom and services as required to support the utility’s IT operations. The principal focus of this position is to develop and implement strategies to reduce PG&E’s operating and purchase cost while driving service excellence and increasing spend with diverse suppliers (minority, women or disabled veteran-owned businesses) and Green Procurement (the purchase of environmentally preferable products and services). This position, based at PG&E’s headquarters in downtown San Francisco, CA requires a combination of proven experience supporting IT sourcing at a large corporation, technical expertise in IT sourcing, and strong experience in policy making, strategic visioning, customer service, change management, lean six sigma, team development and servant leadership skills.
The Director will oversee a team of 12 and a network of internal and external partners, vendors and contractors supporting the utility’s IT functions. This position will have responsibility for developing relationships and effective partnerships with the Lines of Business and vendors in order to drive the greatest total cost of ownership, and service excellence while improving supplier diversity and green procurement. The Director will also work aggressively to develop, build and mentor a high performing team.

Qualifications
Minimum Qualifications:
• 10 years managing hands-on IT sourcing, procurement, and supplier diversity at a company with similar industry experience.
• Experience in managing significant IT sourcing
responsibilities and $500m+ spend in hardware, software, services and telecom
• Demonstrated successful track record of leading and negotiating complex contracts and managing vendors in IT sourcing.
• BA degree required; MBA or other advanced degree highly desirable.
• CPM, CPSM and/or other procurement qualification.

• An individual who has a detective mind set, acts as a determined steward of PG&E's financial resources, and goes after finding savings across the entire IT spend with veracity.
• Strategic thinker with keen business acumen who understands the business requirements and priorities for multiple functional areas.

• Ability to lead and drive significant operational change, process improvement, and behavioral change management in a rapidly changing, multi-tasking environment.

• Strong analytical and critical thinking skills
• Ability to work well independently and with others at all levels throughout the organization
• High standards of ethics and integrity.
• Certification and leadership experience in sourcing processes.
• Training and experience in Lean Six Sigma Methodology

Responsibilities

• Client Management: Establish and maintain effective partnerships with the Office of CIO and each of the IT leadership teams, aimed at identifying and understanding their needs for IT performance, vendor relationships and cost. Obtain their feedback on the quality and costs of such services. Partner with the IT extended leadership team to develop strategic sourcing strategies and operating plans to reduce cost while maintaining a high level of service, supplier diversity and environmental performance. As a trusted thought partner to IT, proactively manage demand by clearly understanding IT's needs and pushing for identification and “pressure-testing” of new savings opportunities.
• Supplier Management: Develop and implement strategic vendor relationships for both on and off-site sourcing solutions such as Managed Service Providers, Staffing, Consulting, Enterprise and Specialist Software providers, telecom services and other critical relationships. Gain specific understanding of the supplier's business model across software, hardware and IT services to understand supplier's constraints and priorities.
• Sourcing Portfolio Management: Lead a team of Managers, Principals, Category Leads and sourcing specialists responsible for developing and executing sourcing strategies, direct negotiations, contract management and managing the day-to-day sourcing activities to support utility operations.
• Best Practices Implementation: Review and evaluate current business practices and identify areas of opportunity focusing on spend reduction and service optimization. Participate in appropriate professional and trade organization/training programs to monitor industry best practices, trends and emerging technologies and programs.
• Strategy Development and Execution: Identification of organizational, operational, market and business process drivers based on ongoing monitoring of trends, conditions and other key performance indicators. Develop and execute short and long-term plans within the resource requirements and budget to meet department goals and objectives including cost savings, customer service, employee engagement, supplier diversity, green procurement and safety. Proactively work with IT's asset management team to understand what sourced IT items (e.g., hardware, software, service) are being used vs. what is purchased to ensure correct future projections leading to an optimal purchasing strategy and better informed negotiations.
• Policy and Procedure Setting: Develop and implement policies, procedures, guidelines, and standards to promote cost-effective performance of all IT sourcing functions and associated planning, management, and operating activities in compliance with regulatory requirements.
• Team Development: Mentor and develop employees within the organization to create high-performance work teams specifically knowledgeable in IT sourcing technology disciplines.
