Director - Global HEOR - Biogen Idec - Cambridge
Job Description:
Director of Health Economics and Outcomes Research (HEOR) is a member of the BIIB Global Market Access (GMAx) team. He/she develops HEOR strategies and data to support reimbursement and market access for BIIB products on behalf of GMAx. He/she is expected to partner cross-functionally with R&D, Government Affairs, Business Development, Pricing & Reimbursement Strategy, Regions, and Market Access Affiliates.
Key responsibilities include:
1) Work jointly with TA counterparts in Pricing and Reimbursement Strategy, Regional Market Access Support functions to develop HEOR strategy and the overall market access strategies;
2) Lead the research projects to generate HEOR data to support new products, development products, launch products, and post-marketed products;
3) Develop deep understanding of disease area, knowledge of the global evidence requirements, HEOR policy and technical advancements;
4) Interface with R&D, such as, by being core members of SMTs and CDTs, contribute to go-no-go decisions, incorporate effective HEOR strategies at each stage gate of the clinical development plan, integrating payer evidence into regulator submissions;
5) Work jointly with R&D CDTs to integrate payer needs into Clinical Development Plan, to design clinical trials, to select endpoints, and/or develop endpoints/Patient-Reported Outcomes;
6) Work jointly with R&D SMTs to effectively manage HEOR aspects of clinical studies;
7) Responsible for the development of the global value dossier (GVD), economic models and HEOR tools for a BIIB product;
8) Coordinates global HEOR advisory boards for a BIIB product/TA;
9) Develop and deliver high quality and relevant market access tools for Regional EU+ and EMK, Market Access Affiliates;
10) Effectively publish and communicate HEOR data in support of market access for a BIIB product/TA.
11) Effectively communicate and train Regional EU+ and EMK, Market Access Affiliates on HEOR related data, tools, models;
12) Provide support to Regional EU+ and EMK, Market Access Affiliates HTA/dossier submission needs and model adaptations;
13) Provide effective product launch support to the Regional EU+ and EMK, Market Access Affiliates;
14) Input into HEOR long range TA strategies and roadmap planning for global, Regional EU+ and EMK, Market Access Affiliates;
15) Manages project budget to effectively generate the reimbursement and market access evidence to support BIIB products;
16) Develop productive relationship with HEOR thought leaders and researchers;
17) Ensure compliance with law requirements.
Qualifications:
• Master and/or doctorate in related HEOR discipline and 2+ years of relevant experience.
• Proficient leadership, influencing, strategic planning and organization, decision making and problem solving skills.
• Proficient HEOR technical skills.
• Strong understanding of payer environment, both US and globally, including coverage and reimbursement, value drivers, formulary management, health technologies assessment, and health policy.
• Experienced in developing payer policy and strategies.
• Understanding of pharmaceutical product development and/or commercialization.
• Ability to develop deep therapeutic expertise.
• Effective project management skills.
• Strong written and verbal communication to effectively convey strategic and technical market access information/issues to key stakeholders.
• Demonstrates ability to build relationships, collaboration, and teamwork across functions.
• Sense of urgency and delivery orientation.
• Experienced in supporting pricing and reimbursement negotiations with payers.
Education:
Master and/or doctorate in related HEOR discipline and 2+ years of relevant experience.
Bachelor degree and 5+ years relevant/industry experience.
