Director - Disaster Recovery - Kaiser Permanente - Oakland
Job description
This is a leadership position within the IT Infrastructure Program, a multi-year, multi-billion dollar initiative to remediate and transform Kaiser Permanente’s aging technology infrastructure to one that is flexible, resilient and supportive of the future delivery demands for real time, personalized healthcare. Under the direction of the Executive Director - Disaster Recovery, this executive builds and guides teams that design, engineer, develop and execute complex plans and focuses resources on system availability and recovery situations requiring intense short-term and/or long-term effort in order to deliver value. Program/project deliverables and timelines will be aggressive and require a sophisticated mix of technology, application and organizational change to deliver expected benefits. This position is accountable for leadership of the Disaster Recovery team. This individual will work in partnership and joint accountability with Regional and Portfolio BIOs, external service providers, the Infrastructure Management Group, Enterprise Architecture, National Facilities Services and other enterprise teams to deliver architecture, engineering, quality assessment and testing, implementation, support with program management leadership for 3 key tracks of work:
Continuous Disaster Recovery for KP’s most critical care delivery and business applications
Disaster Recovery planning, testing, and execution services for an enterprise portfolio
A Disaster Recovery strategy that supports the design, development, procurement, implementation, and operation of highly available enterprise solutions
This Director will drive and support the development of additional IT strategies, ensure that commitments made to senior leadership and our Board of Directors are met, and provide change and financial management across their broad area of responsibility.
Develop, manage and track a subset of the multi-year project plans for large projects of varying scale across the enterprise.
Be accountable and responsible for partnering with regional BIOs, business application owners, internal and external strategic partners (like IBM) to agree on multi-year schedules for the various projects for Disaster Recovery and Continuous Availability. A multi-year project plan will include, but not limited to, well defined scope, detail schedule, project budget, revised forecast, resource plan, change management plan, and communication/stakeholder management plan.
Responsible for tracking and reporting on a periodic basis against the associated execution and delivery to ensure that the multi-year plan and associated business objectives are being achieved.
Partner with Infrastructure Program’s Communications and Program & Portfolio Integration teams to establish regional, portfolio and organizational stakeholder and communication plans.
Accountable and responsible for the stakeholder management for the Disaster Recovery tracks of work; including, but not limited to, regular meetings with governance committees (including working groups, steering committee, and regional engagement committees), regional BIOs, business application owners, and strategic partners to develop and/or gain endorsement of strategic and operational decisions.
Establishing and sustaining relationships with KP-IT, business leadership and our external service providers.
Accountable and responsible for working with various functions across the business and KP-IT organization, and developing working relationships to support the Disaster Recovery projects.
Establish key operations and program metrics and dashboards. This leader will be responsible for defining and delivering key metrics and dashboards that provide management, business partners and clients with data that provides measures of success and progress against operational and program objectives.

Basic Qualifications:
Experience:
Minimum eight (8) years of progressively responsible management experience in planning, budget/financial management, and staffing.
Minimum eight (8) years of related IT experience incluing IT Project Management.
Education
Master's degree in related field OR Six (6) years equivalent experience.
High School Diploma OR General Education Development (GED) required.
License, Certification, Registration

Additional Requirements:
Advanced knowledge of own area of functional responsibility and full knowledge of multiple related IT functions.

Proven experience will include success in multi-disciplinary leadership capability, ability to grow and develop high performance teams that are geographically dispersed within a matrixed organization, and a strongly defined service-centric customer focus.
Track record of solid leadership experience and background in negotiating commitments to achieve long term partnerships.
Broad understanding of the software and technical infrastructure delivery process, including IT financial planning and budgeting experience.
Demonstrated ability to lead professionals and manage others through influence and collaboration.
Demonstrated ability to conduct and interpret quantitative/qualitative analysis; have excellent skills in complex analytic problem solving, project management, change management, and group process.
Exhibit efficiency, collaboration, candor, openness, and results orientation.
Demonstrated experience in successfully influencing / managing complex organizational initiatives involving multiple functions and multiple business units/regions to include identification and articulation of problems, influencing decision-making process as well as delivery of expected results.
Proven experience communicating and engaging across a diverse, complex audience of senior and executive stakeholders
Previous experience (5+ years) managing a disaster recovery program which would include implementation, testing and maintenance of that portfolio of applications.
Familiarity with Business Continuity planning and execution.
Experience with an enterprise EMR and broad/deep understanding of the healthcare and insurance industries is a plus.
Demonstrated ability to determine the key business issues and develop appropriate action plans from multidisciplinary perspectives.
Proficient in team building, conflict resolution, group interaction, project management, and cost effective and budget management.
Demonstrated long-term success managing large scale, strategic programs in a Fortune 500 size enterprise.
