Director - IT Business Management - National Pen - San Diego
Job description
The Director of IT Business Management will ensure that governance, planning, demand management, PMO, and IT spend are managed effectively. The position will ensure that IT delivers the top business priorities in a consistent and predictable manner, while utilizing people and financial resources effectively.
This role must strengthen or build the following organizational capabilities: the planning process; budgeting and cost control; creating a “distributed PMO”; purchasing and contracting; and training and documentation. The Director, IT Business Management will need to build out all of these capabilities while managing a portfolio of in flight and planned projects. This is a major transformation for IT and the Director of IT Business Management will work with his/her IT peers to ensure that this transformation is successful. In addition, the existing governance process is in the process of being streamlined. This governance process will help ensure the focus is on the right projects and support the underlying structures around effective planning, execution & resource management.
Responsibilities include:
Build a distributed PMO. There are a number of aspects to this work including:
Put the framework and structure in place and operationalize this in a pragmatic manner
This will start as a “bare bones” PMO, built from what is already in place, and will become more sophisticated over time, as the organization moves forward.
It will be distributed – which means that the project managers will/may report to their respective IT managers, and not necessarily to the PMO. This requires matrix management capability with strong influencing skills. There will be a few direct reports.
The PMO function will create the standard framework and PMO guidelines, and report on progress, stage gating, etc., on all projects (i.e. create dashboards, etc.).
2. Create an effective planning process to handle the annual planning cycle and required reporting cadence at Steering/Governance committee meetings.
3. Build the demand management capability. Invariably the demand will always outweigh the supply. The Director will work closely with the Steering/Governance Committee to build a project portfolio (supported by ROIs) that can be used by the Steering/Governance Committee to prioritize IT projects.
4. Put effective budgeting and financial reporting structures in place to support the planning and successful execution of these projects. (Closely aligned with FP&A function)
5. Build the IT Business Management team from 2 people (project managers) to 4 or 5 over time.
Tasks and Ongoing responsibilities associated with this role:
The Director, IT Business Management contributes to National Pen’s success by providing, process, people and tools for IT Planning, IT Project Management/Delivery, IT Vendor & Supplier Management, IT Training & Documentation and IT Financial Management. The role supports the strategic vision and the operating model for running IT as a business. The role is a trusted advisor to the CIO in implementing various IT maturity models (e.g. CMMi, CoBIT, ITIL, etc.)
Planning & Navigating Requirements
Project Management Office (methodology, tools, business cases, steering committees,
Vendor & Supplier Management Office (SLA, RFI/RFP selection process, QBR, service reviews, compliance, procurement)
IT Planning Office (Cost containment, financial management, audits, compliance, scorecards, metrics, training, customer satisfaction surveys, liaison to Finance/HR.)
Desired Skills and Experience
Required Qualifications and Experience:
10 to 15 years participating as a direct leader to the head of Information Technology.
IT planning: 10 + years as the driver of the annual planning process.
Extensive experience in successfully leading large, complex, cross functional transformation projects preferably in eCommerce, ERP, Marketing, Supply Chain, Merchandising
PMO: 5+ years. Has established the processes, implemented the tools and managed a team for a “de‐centralized project management delivery organization”.
Governance: 5+ years. Understands how to apply a scalable governance process for key decision making and prioritization.
Bachelors or Master’s degree in relevant IT field.
