Senior Manager - Compliance - PayPal - Timonium

Job description
Provide compliance support for collections, vendors (specifically outside collection agencies) to ensure regulatory adherence to Consumer Protection regulations and guidelines
Implement appropriate controls with FDCPA, FCRA, UDAAP, Regulation E and Regulation P, as well as other federal and state bank regulatory requirements
Identifies compliance requirements to ensure elimination of abusive, deceptive and unfair practices in debt collections.
Builds out remediation action plans, milestones and controls
Documents, tracks, monitors, & escalates risk related issues
Assists team in completion of multiple enterprise required assessments, including risk and control self-assessment
Design and develop written procedures to ensure compliance with the PayPal and Bill Me Later compliance manual
Provides analytical support in executing internal control discipline and operational excellence

Desired Skills and Experience
Extensive business knowledge of bankcard acquiring
8 years or more experience in card compliance
Project management skills to manage, monitor and complete projects across product groups
Strong written and oral communications skills
Strong analytical, problem solving and critical thinking skills
Multi-tasking, results oriented individual with ability to identify dependencies, and leverage multiple sources of information at once
Comfortable with balancing multiple, competing priorities, and changes in scope / direction
Capable of operating independently with minimal oversight
Strong interpersonal skills, ability to build relationships with peers and support units, ability to work effectively in a complex environment
BA Degree in related field required with Masters preferred.
Certified Regulatory Compliance Manager Designation (CRCD)
8+ years of compliance, audit, and operations control experience, preferably within a large financial institution, such as a chartered bank or bank holding company.
5+ years management experience
Regulatory, Legal, and six sigma experiences are highly desirable
