VP of Supply Chain Management Composite Engineering, Inc. - Sacramento


Job Description

CEi seeks a VP of Supply Chain Management for our Roseville, CA office.
 
As a member of the operations management team, the VP Supply Chain Management (SCM) is responsible for strategic and operational leadership of the Supply Chain, Contracts and Pricing organizations, including the development and achievement of department and organizational objectives and goals, and leading, developing and managing staff.
 
This position will work closely with the Senior Vice President, Finance to establish global pricing strategies, make cash flow improvement recommendations and provide analysis of the impact of long-term supplier agreements.  The position is responsible for development of international supplier contacts and contracts, and associated long-term financial models.  Position reports to Sr. VP of Operations.  Position may require working on weekends and include domestic and international travel.
 
KEY RESPONSIBILITIES:
 
Supply Chain
Develops in-depth knowledge of the supplier organizations and establishes close personal relationships with key decision-makers.
Develops and reports progress on strategy, tactics and plans to ensure timely supply of materials and services of the highest value in support of an aggressive growth plan.
Negotiates, implements and maintains strategic supply agreements as required including non-disclosure, joint development, intellectual property and other agreements to ensure effective relationships with a base of key supplier partners.
Implements and manages long-term agreements, sub-contracts, supplier performance metrics, and supplier relations.
Represents the company with key and critical suppliers, and builds effective working relationships at the appropriate levels in those organizations.
Develops and implements supply strategies to aggressively reduce the cost of key materials, components and subsystems, reduce material lead times, inventory requirements and associated work capital needs.
Develops controls to protect against losses and obsolescence.
Provides leadership of material planning activities and material risk projects, including key cost saving or strategic purchases beyond immediate requirements.
Provides estimating resources/support, as required, for proposal development activities and quote preparation.
Leads the organization toward defined strategic objectives and goals.
Ensures project plans (e.g., budgets, schedules and status reporting) are established and monitored for each project.
Manages, leads, mentors and develops personnel in the performance of assigned duties.
Responsible for the strategy, planning, organization, and implementation of systems and procedures for contracts, supply chain and proposals groups.  Ensures new processes are developed and implemented as required.
Develops strategies including cost and cash implications for new supplier partners.
Communicates with customers at the appropriate level, and mentors staff in appropriate and beneficial customer communications.
Accountable for meeting contractual requirements and deliverables.
Represents the Company to customers, government agencies and the public.
Understands the organization’s capabilities completely and accurately articulates the value our expertise provides to the customer.
Drives revenue performance to budget and provides internal program reviews and accurate program forecasts.
Fosters ethical conduct, practices, and personal integrity throughout CEi to ensure CEi’s ability to attract and retain customers and employees in a highly competitive environment.
Conducts professional briefings and technical meetings for executive management and customer representatives.
Provides leadership, guidance, and oversight to key activities below:
 
Contracts
Directs/Manages the contract operations function, ensuring that the organization's interests and corporate objectives are served.
Oversees preparation and communication of information regarding contract status, compliance, modifications, deviations, negotiations, and completion or termination.
Negotiates sales contracts and agreements in conjunction with the business development and program management teams.
Prepares, review and approve proposed contracts, leases, formal agreements and other contractual instruments.
Selects and manages relationships with outside counsel and/or other services firms supporting the Contracts organization.
Assists the Contracts Department with the development of internal processes and initiatives designed to enhance the quality and responsiveness of support and services delivered by the Company.
Advises business development and program management on legal, corporate, and governmental compliance issues.
Works with business and program management to set prices, terms and conditions.
Compiles and submit administrative and contracts reports on a timely basis to executive management.
Provides oversight in the negotiation and administration of the Company’s customer and supplier contracts.
Gives day-to-day guidance and lead the Bid and Proposal process, ensuring proposals and contracts are in accordance with the Company’s policies and procedures. 
Performs internal audit function on contract files.
Handles personnel activities of staff (i.e., hire, train, reward, motivate, discipline, terminate, on time performance reviews, and compensation discussions).
Serves as escalation point for issues beyond team authority; resolves team conflicts as necessary.
Pricing
Translates organizational objectives into actions and goals for cost estimating teams and safeguards company assets by ensuring policy and contract compliance.
Identifies, develop and creates opportunities for process and system improvements in order to maximize accuracy and efficiency in the estimating process.
Provides recommendations on complex proposal issues and matters relating to cost estimating.
Responds to RFP releases and other calls for proposals; interacts with capture management teams to ensure proposal meets all RFP requirements; prepares and assists in submission of proposals to include RFP review and compliance, outlining, and follow-through on compliant/timely proposal submission.
Manages all proposal resource activities during proposal phase and post-submittal activities.
Involved in customer interviews before, during, and after the proposal process, as needed.
Works closely across all functions to establish and maintain cost estimating processes, procedures and tools; defines pricing requirements for subcontract solicitations and internal estimates as well as prepares cost proposals utilizing elements of cost provided by other departments.
Directs activities associated with the Development of internal Statements of Work and work packages for inter-department Basis of Estimates (BOE’s) on assigned proposal efforts; assigns resources to manage research and data collection efforts to fully define customers’ requirements.
Supervises, trains, motivates, and evaluates direct reports.  Manages cost estimating staff including, but not limited to, work assignments, oversight and performance evaluations and assessments and strives to develop future cost estimating leadership and bench strength; assists in selection of teaming partners and negotiation of project work aligned to each individual’s areas of expertise and workload.
Leads or participates in kick-off meetings; oversees team’s effort through the writing process; oversees proposal reviews; obtains corporate sign-off; and follows through on compliant/timely proposal submission.
Provides direction to proposal team members on how to prepare responsive and winning proposals.
May construct and write sections of the proposal to ensure thoroughness.
Ensures proposals are executed in accordance with CEi policies, sound business practices and DoD regulations.
Establishes Red Team reviews to ensure integrity of major proposals.
Assists in determining negotiation/presentation strategies.
Fosters ethical conduct, practices, and personal integrity throughout CEi to ensure we gain and retain customers in a highly competitive environment.
SUPERVISION:
Responsibility for Work of Others
Directs and leads the Contracts, Pricing, and Supply Chain (including Purchasing) organizations.

WORKING RELATIONSHIPS:
Within Company
Works closely with SVP of Finance, other VPs and direct reports; collaborates closely with Finance, Programs, Engineering, and Manufacturing.
Desired Skills & Experience

Typical Qualifications:
BS/BA in Technical or Business field.
MBA preferred.
15+ years Supply Chain, management experience, in a government contractor operation including management of internal budgets. 
5+ years of Financial management experience preferred.
Demonstrated experience and understanding of export regulations and associated business operations.
Proven strategic thinking and planning skills.  
Demonstrated ability to build and maintain strategic working relationships.
Experience setting up strategic international supplier issues.
Demonstrated ability to build and analyze Financial forecasting tools.
Knowledge of current applicable contract laws, a plus. 
Working knowledge of pricing issues and policies, a plus. 
Proficient at negotiation, time management, decision-making, human relations, and organization skills.
Demonstrated ability to lead multiple organizations, mentor management level employees.
Demonstrated ability to handle difficult situations with diplomacy and tact.
Proficient in standard MS Office applications and contracts administration applications.
Strong written, verbal and presentation skills; ability to communicate effectively with employees, customers, suppliers and Senior Management.
Additional proficiency and training in Supply Chain Management, contract law, FAR/DFAR, exports, and CAS preferred.
