Global Payroll Director Cubic Corporation San Diego

Provides strategic direction globally for payroll, including providing guidance to foreign regional payroll centers. Oversees U.S. payroll activities for the company and its subsidiaries in multiple states. Ensures accuracy of payroll in accordance with government regulations. Interfaces with the IT Department to optimize and implement payroll systems. This position typically works under limited supervision and direction and will report to the Corporate Assistant Controller. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES (may be required to perform additional job duties):
Candidate must have strong financial/accounting background.
Global Strategic Direction:
Provides direction world-wide regarding payroll strategy, systems, and departmental collaboration.
Initiates and directs payroll and benefits accounting process improvement activities to maximize the efficient use of company resources.
Analyzes and interprets Company policies and government regulations affecting the processing of payroll.
Takes the lead in selection and implementation of new payroll or related information systems.
Manages the relationship with outsourced payroll services providers
To the extent possible given varying international payroll and business requirements, drives consistency in payroll practices, controls, and management reporting. Evaluates and standardizes procedures to improve efficiency of the department.
Plans and directs payroll integration of newly acquired subsidiaries
Monitors and develops worldwide payroll staffing
Works with the IT Department and other departments to ensure coordination of efforts.
U.S. Payroll Management
Manages U.S. Payroll Department processes, ensuring they are properly documented
Manages the relationship with outsourced payroll services providers
Supervises the review of payroll to ensure accuracy and balancing to data input.
Supervises the recording of employee payroll and benefits information into the payroll database.
Assures the accurate computation of pay in accordance with company policy and government regulations.
Supervises the reconciliation of payroll reports to labor reports.
Directs the preparation of reports in support of internal reporting requirements.
Supervises the preparation and submittal of payroll tax and other required reports to appropriate government agencies.
Coordinates with outside tax accountants on expatriate tax issues relating to payroll matters.
Assigns duties and evaluates work performance of department personnel.
Oversees payroll department resolution of employee complaints regarding payroll matters and and correction of payroll errors.
Maintains harmony among department personnel and resolves grievances.
Business Coordination
Works with other departments in the U.S. and internationally to improve communication and coordination, where necessary.
Coordinates employee benefits processing with Benefits Accounting and the Human Resources Department.
