The Head of Sourcing will provide leadership and drive the global strategic vision to lead a region-wide sourcing operation. S/he will manage a team expected to collaboratively design and implement global and regional sourcing strategies that deliver optimal value for HERE and for assigned categories/commodity groups while maintaining strong relationships with internal clients. S/he will also leverage subject matter experts and collaborate with key stakeholders and their lines of business to drive superior results through our procurement initiatives.
MAIN RESPONSIBILITIES
Manage the regional execution of the Strategic Sourcing process for content, services and goods, acting as the central point of contact between Global Sourcing and the regional stakeholders for all content, goods and services; this includes: communication of standard processes, implementation of best practices, provide training where needed, drive change management efforts, develop a strong engagement model with business leaders, responsible for key metrics and issue resolution
Continually evaluate the current organization and model to ensure we have the right people in the right roles with the right skills who can effectively engage with our key stakeholders in a strategic method to become a trusted business partner. Provide leadership, coaching and ongoing feedback to the team. Ensure ongoing communication from the Global Sourcing team is shared, explained and implemented in the region.
Responsible for all elements of the Strategic Sourcing process for designated spend categories, including: strategic understanding of the supply marketplace, pricing and term negotiations, preparation and analysis of regional bid proposals/packages, supplier selection, negotiation and communication with stakeholders
Provide strategic consulting and analytic perspective to global and regional management and key business stakeholders on sourcing strategies and risks
Proactively participate in global cross-functional sourcing, commodity, and spend category teams in the development of comprehensive strategies by identifying opportunities for process improvement and cost savings that contribute to achieving outstanding results
Drive strategic cost optimization efforts through process improvements, contractual efficiencies and elimination of wasteful spending; achieve annual cost savings goals
Motivate and drive parts of the organization (with or without direct supervisory authority) by analyzing spend portfolio, and determining overall sourcing approach for assigned categories based on magnitude of budget, strategic importance and opportunity for value delivery

Managerial responsibility for cross-country/cultural and dispersed resources across a defined region (some regions may have global category leads therefore this strategy must be considered)
Responsible for design and development & implementation of policies and procedures to drive desired change
Ensures existing plans are put into operation by developing appropiate solutions
Executes and/or oversees processes to meet customer needs
Personally executes regional duties of the strategic sourcing process, including vendor selection process and contract negotiations.

Qualifications
POSITION REQUIREMENTS
Bachelor's degree in Business, Supply Chain Management, or a related field; Masters degree preferred
Minimum 10 years of experience leading the development and implementation of strategic procurement plans including purchasing, supply chain management, sourcing and vendor selection (consulting and corporate experinece is preferred)
Proficient in the use of ERP packages (e.g. PeopleSoft preferred), other purchasing software and working knowledge of MS Office suite with an emphasis on Excel and Outlook
Sharp analytical skills and ability to quickly obtain relevant information
Strong project management and organizational skills to proactively manage key issues
Demonstrated ability to successfully influence senior management and critical stakeholders and to communicate the group’s vision and accomplishments
Has the ability to make informed decisions with incomplete data sets, and demonstrates a bias for action and strong sense of urgency
Strong Leadership qualities including a good understand of European / German employment law specifics, excellent work ethic, strong interpersonal skills, solid presentation skills, advanced analytical and problem solving skills and results oriented.
