The Director of Program Management provides leadership support for the program management group supporting complex systems work in the Government organization. This position reports to the Vice President, Program Management. The role will provide leadership support to the Program Management group, as well as lead a team of project and program managers ensuring projects are delivered on schedule and within budget, consistent with defined Truven Health Program/Delivery Management guidelines/processes and client expectations. The role will indirectly participate and support customer-facing activity, will partner with business leaders to ensure alignment and clear accountability across the Government organization, and will work with a peer group in advancing process maturity, including process definition and practices such as standardization of implementation and operations, resource planning, governance, data & metrics collection and standardization.

Responsibilities:

Understand business objectives and translate strategic intent into rigorous, repeatable operational processes and delivery services to meet these objectives.
Work with peers to define and implement a Truven Health implementation and operational delivery process.
Develop and mentor program management staff in the applicable Truven Health process components.
Support customer-facing activity, including pre-sales support, in delivery of Truven Health Services as well as training and mentoring of staff in client engagement.
Communicate project status, issues and risks across all levels of the organization, including Executive Stakeholders.
Lead, direct and support the effective implementation of process changes ensuring that appropriate change management principles are adhered to.
Measure and assess the effectiveness of the organization and the Truven Health processes and recommend and implement necessary adjustments.
Define, establish and communicate executive governance model for assigned projects.

Position Qualifications:

Must demonstrate an understanding of the concepts, practices, procedures and deliverables associated with system development, implementation and operational readiness.
Must demonstrate the technical acumen to work with technical teams to develop comprehensive operation plans and address technical issues.
Must be able to interact with clients, lead client meetings, interface with senior staff, etc.
Must demonstrate the initiative and experience to proactively identify issues, plan work for a team and accomplish goals on schedule.
Must demonstrate the ability to work on multiple initiatives at the same time.
Must have excellent written and verbal communication skills.

Required Technical and Professional Expertise
* At least 8 years experience leading implementation and operational activities for large scale data warehouse or healthcare systems.
* At least 8 years experience in a client services or information technology role.
* Must demonstrate experience managing large, complex data warehousing and system integration projects.
* Must demonstrate an understanding of data warehousing design and best practices and component applications such as data architecture, RDBMS, and data integration.
* 2 years CMMI Experience
* 5 years Process Definition experience
* 5 years Project Portfolio Management experience
* 5 years Healthcare/MMIS related experience

Certifications:

Must possess PMP Certification

Preferred Technical and Professional Experience
* At least 10 years experience leading implementation and operational activities for large scale data warehouse or healthcare systems.
* At least 10 years experience in a client services or information technology role.
* At least 3 years Proposal Response Writing experience.
* At least 1 year experience with Truven Health Products and Services.
