Right now, we are seeking a, The Director, Global Telecommunications based at Western Union’s global headquarters in Englewood, Colorado.
The Director, Global Telecommunications Carrier Management is accountable for managing all contractual aspects, service levels, deliverables and obligations and service execution of Western Union’s carrier agreements. This individual will work closely with Western Union’s IT organization and support the effective ordering of telecom, network and wireless capability for North America and expanding global portfolio. In addition, will partner with Western Union’s Global Sourcing & Procurement organization to set strategy.

The Director, Global Telecommunications Carrier Management reports to Western Union’s Vice President of Technology Vendor Management Office and will be responsible for creation and execution of the Global Carrier Management Office including vendor management and governance, telecom expense management (TEM) operation and establishing WU’s global carrier strategy to deliver improved service, salability and efficiency.
In this role, the candidate will need to establish and maintain strong relationships with multiple stakeholders while maintaining positive, beneficial relationships with carriers and vendors supporting Western Union’s global environment. It is essential the candidate creates an environment of continuous improvement within the Global Carrier Management Office including SLA management, deliverable & obligation management, architecture and network technology advances.

In addition, you will:
Develop comprehensive strategy for vendor and carrier management activities defined in the Agreements.
Establish reporting and clear measurement of Service Level (SLA) performance in a manner that drives the desired carrier behavior.
Work closely with IT to advise and guide on optimal manner to purchase and test emerging technologies.
Guide & support the Telecom Expense Management & Wireless Provisioning teams that delivers sustainable, predictable efficiencies while meeting stakeholder need.
Monitor global regulatory impacts to telecom services
Maintain accurate price and baseline data to ensure Western Union continually maintains rate best practice.
Continually analyze spend data and other service metrics to provide Western Union technology leadership ongoing strategic reporting to enable quality decisions.
Establish collaborative partnership with IT to support accurate telecom and circuit order procedures.
Support establishing telecom architecture standards to deliver required service at most efficient approach.
Enhance the process and execution of TEM team members in the area of invoice management and analysis.
Enhance and improve process and execution of circuit & service inventory management. Facilitate process improvement for internal charge-back structure
Enhance and improve the process by which moves, adds, changes and disconnects are tracked and reported.
Lead development of effective invoice to contract analysis and validation processes
Provide and translate usage and spend data into productive information
Lead in telecom forecast and yearly budget cycle
Establish strategy and lead effective data collection and reporting of monthly telecom, network and wireless metrics for Western Union’s technology leaders.
Qualifications:
The successful candidate will be a consultative expert with an in-depth understanding of telecommunications, current market dynamics and pricing structure and vendor management functions and operations.
Required skills and experience include:
Bachelor’s Degree in Business, Masters or MBA preferred
8 to 10 years’ experience in negotiating and managing Telecommunication and Wireless services agreements with carriers and providers
Experience in vendor management and service level performance management of carrier services
Strong people leadership skills including hiring, goal setting, coaching and compensation administration
Comprehensive understanding of telecommunications agreements and tariffs for both US domestic and global telecommunications providers
Proven experience in developing and implementing strategy
Analytical focus with ability to identify trends and emerging opportunities to improve efficiencies as well as process improvements
Excellent verbal and written communication skills
Ability to analyze large amounts of data in order to translate the information to provide business insight
Ability to improve/streamline processes to align with continuous improvement activities.
