Lead the MILSATCOM (SMC/MC) Directorate’s Systems Engineering Department. The department is responsible for providing direct support to the MILSATCOM Chief Engineer and his Systems Engineering and Terminal Engineering/Test Branch Chiefs. The department also supports the MILSATCOM Directorate program offices in the following areas: satellite based communication architectures and systems engineering, operational capabilities based integration, requirements and interface development and management, terminal program engineering and planning, cross programs engineering, test planning, spectrum management, software, risk management and contract technical oversight support.
The System Director’s responsibilities include leading and planning department interaction with numerous internal and external stakeholder organizations, including DISA, NSA, SMC/EN, the Joint Terminal Engineering Office and MILSATCOM management boards and working groups. The department also interacts with the other MILSATCOM Directorate program offices to provide acquisition, integration, issue resolution and technical support for Advanced EHF, Enhanced Polar System, Milstar, Wideband Global SATCOM, the Command and Control System – Consolidated ground system and new programs. Management responsibilities include ensuring that the organization’s capabilities are sufficient and effectively applied to meet MILSATCOM enterprise and program needs, and to provide opportunities for technical growth and development of team members. Additional responsibilities include support of MILSATCOM Systems Engineering and Architecting, Operational Capability Integration and Test, Joint Terminal Engineering Office and Presidential and National Voice Conferencing activities, mentoring staff, coordinating ETG support, budget management, maintaining cognizance of the department’s activities, performing employee evaluations and participation in the department’s administrative activities.
Qualifications:
A BS or higher degree in computer science, engineering, mathematics, physical science or equivalent is required.
Candidate must have at least 12 years of experience in space systems engineering.
Demonstrated ability to work effectively with the Air Force/Government customer, contractor, SE&I & SETA contractors and Aerospace/other FFRDC team members is required.
Demonstrated leadership experience is required.
Demonstrated project management experience including the ability to effectively plan, work and staff unique projects and diverse tasks is required.
Demonstrated experience in space systems acquisition, system engineering, architecting, and development is required.
Demonstrated ability to work effectively with a wide range of personalities is required.
Good interpersonal skills and proven initiative are required.
Strong oral and written communication skills are required.
Ability to accommodate a flexible work schedule including overtime is required.
Secret clearance and ability to attain TS/SCI is required.
Ability to travel is required.
Program office experience desired.
MILSATCOM communications and user experience is desired.
Spacecraft hardware and test experience is desired.
Understanding of complex MILSATCOM stakeholder organizations is desired.
