Director IEG Financial Private Sector Sustainable Development The World Bank Washington

The Director reports to the DGE, supervises two Managers, and works closely with the other members of the IEG Leadership Team.
-- Consistent with IEG’s mandate and its guidelines to avoid conflict of interest in independent evaluation, the Director is subject to the same rotational restrictions as the DGE, including ineligibility for (re)employment in the Word Bank Group.
Duties and Accountabilities:

B. ACCOUNTABILITIES

The Director assists the Director General in carrying out the DGE Mandate. Together with the IEG Leadership Team and under the guidance of the DGE, the Director is accountable for the strategic directions and overall results of IEG. Key accountabilities include:

Business Management
-- Provide intellectual and technical leadership related to finance and private sector development, and sustainable development within the department and across IEG.
-- Oversee the development of the department work program, ensuring alignment with the Strategic Engagement Areas and IEG Results Framework.
-- Oversee effective, efficient, and timely delivery of department work program, in line with approved work program.
-- Oversee quality assurance of department work program, in line with IEG quality assurance standards and process, including ensuring appropriate methods and data are used, in collaboration with the Methods Adviser, and providing feedback on products at appropriate stages of the process.
-- Contribute to IEG-wide work and initiatives, including providing leadership for one of the Strategic Engagement Areas, and supporting the new Thematic Coordinators role, Management Action Record process, Evaluation Capacity Development Program, and IEG-wide learning and knowledge sharing.
People and Talent Management
-- Provide leadership, direction, coaching, and feedback to develop a high performing and cohesive department leadership team.
-- Nurture and develop talent, with a focus on career and professional development of department staff, including ensuring staff’s institutional affiliation to WB, IFC, or MIGA.
-- Develop and implement appropriate department staffing strategies, recruitment, training and skills deployment, with a focus on diversity and effective implementation of strategic workforce planning.
-- Promote a culture of staff learning, effective teamwork, client engagement, and synergy and collaboration with other departments in IEG.
Resource Management
-- Oversee and lead resource management across the department, supported by the unit managers who provide the day to day budget management with the RM specialist and TTLs, and in full compliance with IEG and WBG fiduciary standards and operating procedures.
-- Set priorities and allocate budget within department, in line with institutional priorities and a view to maximizing the impact and value-added of IEG’s activities.
Relationship Management
-- Contribute to strong working relationships with Executive Directors and Board Committees, in particular the Committee on Development Effectiveness.
-- Engage with WBG leadership to coordinate the delivery of the IEG work program, share evaluation knowledge, and obtain feedback of IEG products and services.
-- Serve as lead interface with departments in IFC, MIGA, and World Bank responsible for finance and private sector development, and sustainable development, including ensuring representation of IEG on relevant GP Practice Boards as needed.
-- Develop and maintains contacts with partner organizations, and promotes evaluation partnership with other donors and member countries.
-- Represent DGE and IEG to external audiences as needed.
Knowledge and Learning
-- Promote timely, cost-effective, and demand-driven learning and knowledge products and services in department to accelerate dissemination of best practices and lessons learned.
-- Promote increased accessibility and usability of IEG knowledge, and innovative ways of using evaluation results in department to deepen the development effectiveness of WBG work, in collaboration with the Knowledge and Communications Department.
-- Promote “user-centric” approaches in the design of evaluation and learning work in department to deepen engagement and improve critical “touch points” between IEG and its counterparts, in collaboration with the Knowledge and Communications Department.
-- Encourage and facilitate staff learning and knowledge sharing within department and across IEG.

REQUIRED SKILLS AND EXPERIENCES

Demonstrated leadership values and exemplification of WBG managerial and core competencies, as referenced below.
Superior evaluation and analytical skills, as referenced below. Demonstrated experience using evaluation and analytical methods to solve evaluation problems, and strong commitment to the role of independent evaluation and an ability to work effectively in an evaluation environment.
Masters or PhD degree in relevant field. Typically the successful candidate will have 15 or more years of experience in positions of increasing complexity and responsibility.
Strong knowledge and experience in finance and private sector development, including in one or more of the following areas related to sustainable development: agriculture; energy and extractives; environment and natural resources; social, urban, rural and resilience; transport and ICT, water.
Substantive experience working on developing countries, both in the public and private sectors.
Sound knowledge and understanding of WBG or other international organization operational strategies, processes, and instruments.
Demonstrated in-depth experience working across disciplinary boundaries, and with multiple stakeholders in building collaborative alliances for results.
Strong communication and client engagement skills, including credibility in engaging with and influencing IEG stakeholders (including at Board level) and senior staff in WBG.
Excellent diplomatic and negotiating skills, with demonstrated strong personal maturity, balanced judgment, and experience in dealing sensitively with internal and external clients, stakeholders, and partners.
Ability to coach, mentor, develop and empower more junior staff, provide seasoned advice to more senior staff and managers, and work collaboratively with peers.
Fluency in English is required and proficiency in French or Spanish is desired.

REQUIRED EVALUATION COMPETENCIES

EVALUATION APPROACHES AND METHODS. Understands and uses evaluation concepts and best practice in evaluation design, methods (both qualitative and quantitative) and approaches in line with own organization’s policy, and relevant international and professional technical standards. Knows the general literature and current issues and can apply concepts, terms, and definitions used in development evaluation and social science research.
GATHERING AND USING EVIDENCE FOR MONITORING AND/OR EVALUATION. Demonstrates expert knowledge in interpreting and analyzing the policies and working practices of others e.g. WBG, NGOs, International Agencies and Governments, and in working collaboratively to identify relevant evaluation topics
COMMUNICATING AND SHARING FINDINGS, KNOWLEDGE AND EXPERTISE IN MONITORING AND/OR EVALUATION. Promotes broad review of the report draft and meets with the officials and staff responsible for managing and operating the intervention(s) being evaluated to listen and obtain their feedback on a draft of the report.
UPHOLDS EVALUATION INDEPENDENCE, QUALITY, AND STANDARDS. Uses highly developed influencing skills to encourage others within the organization and external partners to build in evaluation processes at the inception of a project or policy, and to continually monitor performance throughout the project cycle.
LEADING AND GUIDING EVALUATION WORK PROGRAMS. Uses strong understanding of the financial policies & development priorities to represent organization perspectives in interactions with the units across the WBG, including those exercising oversight, risk management, and control functions within the WBG.
