Director Engineering Amtrak Philadelphia

The purpose of this position is to direct track maintenance activities throughut the Amtrak system, ensuring compliance track engineering standards, safety regulations, and work practices set by Amtrak and the Federal Railroad Administration (FRA). The position also oversees the system-wide planning, development, coordination, and execution of contracted roadway maintainance services.
ESSENTIAL FUNCTIONS:
• Develop and direct compliance and quality auditing programs for track construction, track maintenance, and track inspection work activities to ensure compliance with applicable Amtrak and FRA standards. This includes the review of written and electronic inspection records and of the proper filing/storage of same.
• Develop and direct the Track Engineering Mentoring Program to improve the level of knowledge and expertise of Track Supervisors, Track Foreman, and skilled craft positions within the Track department.
• Oversee the application of all track welding technologies recommending changes in technical standards in technical standards in conjunction with the Director Track Standards & Specifications. This includes the directing the training, qualification, and mentoring of welders throughout the Amtrak system. Oversee, the Track Welding QA/QC program.
• Direct the development of programs and contracts for all major contract service providers for the track engineering department ($20M annual). This includes weed and vegetation control, internal rail flaw testing, rail grinding, rail lubrication, rail welding, and other technical contract services as required.
• Oversee the coordination and execution of contracted services to ensure compliance with all applicable Amtrak standards and specifications as well as adhere to on-track safety, procurement policies, contract terms, program budgets, and Federal/State regulatory requirements.
• Review and approve all invoices for contracted roadway maintenance services to ensure that changes are properly documented, are within the defined scope of
services, are properly accounted for within Amtrak’s financial system, and are processed in a timely manner. This includes working closely with Amtrak’s procurement department to resolve any contract disputes.
• Maintain Amtrak’s license for vegetation spray management which includes maintaining a personal license through the annual attendance at and the successful completion certification classes. Supervise the licensure of at least one subordinate.
• Participate in the analyses of track conditions under the direction of the Deputy Chief Engineer Track including the oversight of special inspections and data gathering efforts by either Amtrak forces or contract service providers. Prepare reports of findings as necessary.
• Participate in root cause failure investigations and analyses of track components in conjunction with the Director Track Standards & Specifications making recommendations of changes in standards and procedures when necessary.
• Manage the process for reviewing requests from the field for waivers to Amtrak standards in conjunction with the Director Track Standards & Specifications, making recommendations for approval to the Deputy Chief Engineer Track.
• Provide explanation and interpretation to field personnel in the application of Amtrak’s MW1000 Track Standards, Engineering Practices, Track Maintenance Bulletins, and FRA Track Safety Standards where the rules are not situation specific, are unclear as to intent or appear to be conflicting. Make recommendations to change or update the standards as situations warrant and participate in the review process for track policies and procedures.
• Develop inputs into the annual Track Capital Program under the direction of the Deputy Chief Engineer Track based on conditions revealed un the performance of duties listed above.
• Assist in the development of the annual core budget ($16M annually) for the Deputy Chief Engineers organization and monitor performance against the Core budget throughout the fiscal year.
• Work with governmental regulatory and safety agencies (FRA, NTSB, etc.) to resolve compliance issues at the request of the Deputy Chief Engineer Track.

WORK EXPERIENCE:
• Must have significant practical experience in track construction, maintenance and inspection. Prior job satisfactory performance is required.
• Must have a Division Engineer level work experience; PE license or the ability to obtain same; Certification in vegetation control or the ability to obtain
• Must have excellent written and oral communication skills; Proficiency in the use of software related to engineering analysis; Ability to lead and motivate people.
• Provide technical guidance to field managers, supervisors, and craft employees in track employees, track inspection, track maintenance and roadway worker protection (RWP). This includes direct assistance in the planning and training required for complex work involving standard track work and non-standard special track work.

PREFERRED:
• Professional Engineering License or equivalent

OTHER REQUIREMENTS:
• Demonstrated years railway engineering
• Must become qualified in RWP, AMT-2 and MW-1000
