The Director of Business Operations is responsible for all financial, accounting, cost and pricing, procurement, contracts and legal activities for GD-OTS Healdsburg. This includes department budget and personnel responsibility of these areas. Responsibility/Oversight will include the following departments: Finance, Cost/Pricing, Contracts and Procurement.
Essential Duties & Responsibilities include, but are not limited to:
• Assist the General Manager and other senior management (jointly referred to as "senior leadership") to assure the organization follows established accounting standards and General Dynamics-specific financial policy and procedures.
• Oversee functional department(s) in preparation and execution of strategic plan and objectives.
• Ensure that financial and accounting reports, studies and forecasts accurately reflect the financial position of the operation and are prepared on a timely basis in order to provide senior leadership with tools to properly evaluate performance in meeting business objectives.
• Advise senior leadership of the financial impact of new / revised government regulations and corporate or division policies.
• Assist in the preparation of department goals and objectives, budgets, and procedures that are aligned with operation goals and objectives.
• Provide oversight and direction to ensure proper Contract Administration function including compliance with internal and external procedural/regulatory matters affecting this function.
• Provide oversight and direction to ensure proper Procurement function including procedural/regulatory compliance of all procurement matters.
• Provide oversight and direction to ensure proper Finance function including procedural/regulatory compliance of all finance matters.
• Provide oversight and direction to ensure proper Cost/Pricing function including procedural/regulatory compliance of all cost/pricing matters.
• Provide oversight of department(s) legal matters with GD-OTS counsel, including non-disclosure agreements, contracts, leases, teaming agreements and any other documents that bind or obligate GD-OTS.
• Provide status in appropriate format for department(s) related activities to and in accordance with the schedule defined by GM.
• Responsibilities as designated by and division delegation of authority.
• Lead or participate in special projects as assigned by PS Leadership or GM.
• Participate in employee communication as required
Required Education Bachelor's Degree in Business Administration or Finance (MBA preferred)
Personal Traits Interfaces with all other disciplines within the operation, select organizations in the company and with external customers, suppliers and auditors/regulators. May work extended hours & travel as required by the operation to meet company & customer commitments
Required Experience A minimum of fifteen (15) years of experience in Finance, Contract Administration, Cost/Pricing, and Procurement. Experience must include the management of Government and Commercial Contracts, Subcontracts and Materials, with working knowledge of FAR/DFARS, and UCC. Significant prior supervisory experience and at least 5 years as the leader of a stand-alone P&L operation's Business Operations is required.
