Job Description:
Northrop Grumman Mission Systems Sector is seeking a Director of Talent Acquisition to lead the East Coast full cycle talent acquisition function. The Talent Acquisition Director will develop and implement the hiring strategy, with a focus on building pipelines of specialized, clearable technical talent to support our Cyber, Intel, and Engineering programs. This position may be located in McLean, VA or Baltimore, MD.

Key Responsibilities

Partner with MS Sector TA Director, business leaders, and the talent acquisition and HR business partner teams to drive strategic sourcing, recruiting and hiring strategy. Oversee a team of 3 recruiting managers and 20+ recruiters and recruiting assistants who are matrixed to the business lines. Build talent acquisition performance measurement system focused on operational excellence, hiring manager satisfaction and candidate experience. Assess talent acquisition talent; strengthen team as necessary – with a focus on development and engagement. Partner with HR and organizational effectiveness teams to develop and implement an integrated talent development and succession strategy, including diversity strategy. Implement workforce planning in partnership with the operating units to understand short and long-term talent needs. Consider innovative and cost-effective talent acquisition strategies. Build productive partnerships with the business and Human Resources.

Excellent business acumen -Proven experience implementing a successful talent acquisition strategy that results in competitive advantage and accelerates business results -Demonstrated success leading broad organization changes within cost and schedule and achieving client expectations -Demonstrated success managing complex and competing organizational priorities in a fast-paced environment -Understanding of federal contracting requirements related to talent acquisition - Experience supporting organizations with high volume of quick turn, specialized technical talent needs; experience with recruitment of cleared talent preferred -Experience supporting high volume and varying sized business capture /proposal development efforts -Experience partnering with business to develop short and long-range workforce plans -Experience working with organizations with a global footprint -Strong leader and collaborator; focused on organizational and team success -Courageous; takes risks in ideas and actions to progress the organization -Solution-oriented; proven focus on operational excellence and innovation -Ability to provide strategic thought leadership; build strong relationships with superiors, peers and subordinates; collaborate across the organization; and influences without direct authority -Comfortable challenging the status quo -Excellent written and oral communication skills -Unwavering ethics and values; trusted partner -Confident executive presence.

Basic Qualifications

• Bachelor’s degree and at 15 + years of relevant experience in HR and talent acquisition. Four additional years of experience will be accepted in lieu of a degree.

• The candidate must have proven success with partnering with top leaders, leading change initiatives, and managing talent acquisition for organizations with a high-tech workforce.

• The individual selected will also have a proven track record as a trusted advisor and partner with business leadership, along with demonstrated project management, analytical and process orientation skills.

• 5+ years supervisory experience.

• Ability to obtain a Top Secret (TS) clearance.

• Occasional travel required.

Preferred Qualifications

• Global talent acquisition experience; experience with talent acquisition in international locations and/or medium to large Federal contracting companies.

• Master's degree in Human Resources, Business Administration or related field.

• Certifications relevant to Human Resources.
