Job Description:
Serves as Director, Office of Human Capital Management for the Glenn Research Center (GRC), responsible for the planning, execution and management of a broad, multi-disciplined and complex Center-based human resources program aligned with the Agency's Strategic Human Capital Plan.
The Director, Office of Human Capital Management serves as the primary senior management advisor to the Center Director and other senior Center management officials; and serves as a key member of the Center's senior management team and reports to the Center Director.
Qualifications Required
To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Technical Qualifications
Experience working collaboratively with senior-level leaders and stakeholders to identify, develop and implement human capital management policies; to assist with defining organization missions and priorities; and to bring about solutions to complex organizational and/or workforce challenges.
Experience developing, monitoring and/or evaluating human resources programs, practices or policies, ensuring conformity and compliance with related personnel laws, rules and regulations at the federal, state or local level.
Experience in managing complex and diverse human resources activities in at least three of the following areas: Human Resources Management (for example, staffing, position classification, performance management, recruitment and placement, etc.), Organizational Development, Change Management, Training and Development, and Workforce Planning.
U.S. Citizenship is required.

Applicants will be evaluated by an Executive Resources Panel based on the managerial and technical qualification requirements stated in this announcement. Eligible candidates will be placed in qualified and highly-qualified categories. Interviews, and qualification and suitability inquiries may be requested. The highly-qualified will be referred to the appropriate official who will recommend selection.
Duties
The Director, Office of Human Capital Management provides executive-level leadership in human resources management at the Center; and advises the Center Director in these matters. The Director manages and consults with the Center's senior-level officials on current and new Agency programs, initiatives, and business process improvements that help achieve the Agency's strategic goals and missions, as well as operation enhancements and cost-saving measures while increasing employee satisfaction and enhancing employee performance and customer service.
The Director strategically manages and directs a very broad, comprehensive Center-based human resources program, aligned to the Agency's Strategic Human Capital Plan. These services include: strategic workforce planning and needs analysis; recruitment and placement; compensation, classification and position management; training and development, including leadership development, organizational development, change management, coaching and mentoring; SES program operations; employee relations including performance management, recognition and awards management, and work/life programs, such as work schedules and telework; and labor relations.
The Director provides executive leadership for the delivery of high-quality, state-of-the-art customer-focused human resources services that are timely, value-added and support the Agency's vision, mission, strategies, and business goals; and leads the planning, development, and implementation of change and/or transition strategies supporting current and/or the implementation of new programs at the Center.
The Director develops the Center's human resources short and long-range strategic and tactical plans, goals, and objectives; monitors and evaluates human resources programs to ensure conformity and compliance with related personnel laws, rules and regulations at the federal, state or local level; and supports achieving NASA's mission and strategic goals and objectives.
The Director serves on various teams and works collaboratively to resolve a wide-range of human capital issues utilizing a business approach to managing a diverse, civil service workforce augmented by contractors, industry and academia business partners, and other government organizations.The Director serves as lead and/or participates on teams to develop both human capital short and long-term strategies, implementation plans, initiatives, and programs.
The Director participates in developing, communicating, and implementing various plans, goals, objectives, initiatives and surveys or assessments.The Director shares accountability for achieving established goals and objectives; and leverages resources to develop critical workforce skills or realigning skills as program requirements change supporting the Center and Agency goals.
The Director develops and implements more effective and/or efficient Agency-wide business management systems and processes; and establishes customer feedback systems and performance metrics to track and ensure human capital programs and initiatives are achieving the desired results and impact. The Director partners with other center and NASA Headquarters Human Capital Management managers and
executives to develop an integrated approach to important human capital challenges having Agency-wide impact and may serve as a model for other Federal organizations.

First time SES appointees are subject to a one-year probationary period.
