Job Description:
Responsible for directing and overseeing the compliance program for Transmission regarding the North American Electric Reliability Corporation (NERC) (or Electric Reliability Organization (ERO)) reliability standards as applied by Reliability First (RF), Southwest Power Pool Regional Entity (SPPRE), Texas Reliability Entity (TRE) and any other relevant agency (or Regional Entities (RE)) and Transmission standards promulgated by state authorities; coordinating with Generation, Commercial Operations, and Corporate in facilitating compliance; interfacing with these business units and Regulatory Services in the standards development/review process; and serving as a liaison with the Policy and Regional Transmission Organization (RTO) groups in Regulatory Services on reliability standards issues. Responsible for directing and overseeing the asset risk management reporting and audit function to efficiently manage risks to an acceptable level.
Principal Accountabilities
. Develop strategy, lead, and facilitate matters associated with Transmission’s compliance program to ensure compliance with the North American Electric Reliability Corp. (NERC) as Electric Reliability Organization (ERO), at the federal, regional, and state level, including standards promulgated by state authorities.
Sponsor the design, development/acquisition and maintenance of systems used to track and monitor compliance of the NERC (or ERO) reliability standards applicable to AEP in the ReliabilityFirst (RF), the Southwest Power Pool (SPPRE), the Texas Reliability Entity (TRE) and any other relevant agency (Regional Reliability Organizations or RROs), as well as any state standards that apply.
Coordinate with Generation, Commercial Operations, and Corporate to ensure Transmission’s compliance program is in alignment with the industry, AEP and Transmission’s needs and is being executed in a collaborative manner to promote the best enterprise solution(s).
Direct and ensure that appropriate processes and controls are in place to track and monitor existing and newly developed standards and that any penalties associated with noncompliance to existing and new standards are communicated with the stakeholders.
Work with industry groups (NATF, EEI, IEEE, etc.), RRO workshops, and reliability summits to provide and gain knowledge on emerging issues impacting the electric utility industry and ensure that AEP Transmission is advocating our position and supplying our expertise where needed in such industry discussions.
Serve as a liaison for Transmission with the Policy and RTO groups in Regulatory Services to provide input on reliability issues raised by federal, regional, and state agencies/commissions.
Assist the Transmission SVPs in the coordination between transmission business unit personnel and operating company personnel to ensure that reliability standards strategy, interface with regulatory bodies, and responses to reliability compliance inquiries are aligned and consistent with AEP policy and strategy.
Direct the development of Transmission compliance staff to help ensure Transmission follows and is a subject matter expert on the compliance regulations (NERC Rules of Procedures).
Participate in periodic audits performed by the RROs to assess AEP compliance with the full range of NERC reliability standards; perform internal audits as required.
Direct the creation, implementation and execution of risk reporting and maintenance of documented processes and procedures for identification of asset related risks and necessary controls through the assets life-cycle.
Minimum Requirements
Minimum Requirements:
Bachelor degree in engineering, business administration, or related field.
Experience:
Minimum of 10 years’ experience in progressively responsible positions in the electric utility industry with a strong knowledge in transmission operations, planning, or engineering. Familiarity with the compliance/legislative, asset risk management functions, environmental and compliance filing/legislative proceedings internal and external of AEP at the federal, regional, and state level. Individual must be detail oriented and demonstrate a passion for excellence. A good understanding of the business unit/operating company systems is preferred.
Additional Information: Demonstrated leadership ability, as well as the ability to efficiently and effectively build and sustain strong alliances on various levels, both within AEP ( field to senior management), and with external parties, including commission staff members. The incumbent will be expected to be knowledgeable on current and emerging electric utility issues impacting the business unit/operating company/corporation, demonstrate creativity, vision and expert level problem-solving skills, and initiate solutions to complex technical issues, promote professionalism when influencing and/or managing others on compliance, legislative and policy issues, and demonstrate a strong knowledge of network channels within AEP, professional organizations and regulatory agencies. Strong communication skills, issue resolution, organization skills and facilitation skills are essential.
