Director - Office of Financial Management - Department Of The Treasury - Washington


Job description
This position serves as the Director, Office of Financial Management in the Office of the Assistant Secretary for Management (ASM), Deputy Assistant Secretary for Management & Budget (DASMB). As such, the Director provides executive leadership for the oversight of the financial resources of the Treasury Headquarters - Departmental Offices (DO), certain Department-wide programs and to external organizations for which the Secretary of the Treasury has an oversight obligation.
The incumbent develops and implements a comprehensive program of budgetary policy and control for DO finances through accounts that are Treasury and Government-wide in scope. The technical complexities of these accounts require current knowledge of and facility in applying Federal statutes and involve appropriated, non-appropriated, and reimbursable funding.

In addition, the position oversees the development of automated reporting tools to enable resource managers within DO to better monitor their expenditures, forecast out-year funding scenarios and improve resource allocation decisions. The position also oversees travel policy for the Department and travel operations for DO.

DO is divided into many major organizational components and funding areas which include the Office of the Secretary, Deputy Secretary, General Counsel, and several Under Secretaries and Assistant Secretaries. In addition to organizational complexity, DO has a multifunction mission with a wide variety of programs that are nationwide or worldwide in their operations and impact. The work of this position significantly influences the accomplishment of DO’s multifunction mission and the overall operations of national and international programs.

QUALIFICATIONS REQUIRED:

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address both the ECQ's and MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below.

MTQ 1 - Demonstrated leadership within a large governmental entity directing budget formulation and execution.

MTQ 2 - Demonstrated leadership with implementation of innovative tools and business process improvements to support financial management and resource allocation decisions.

MTQ 3 – Demonstrated leadership developing and presenting briefings to themost senior leadership of an organization, providing direction to and managing professionals, developing subordinate employees, leading organizational strategic planning, and leveraging organizational resources to meet goals, employee performance matters.

• You must have 52 weeks of specialized experience at the GS-15 level in the Federal service or private sector.

DUTIES:

Directly or indirectly supervises a staff of employees engaged in financial management and data analysis activities. Grade levels of employees range up through GS-15.

Directs staff in analyzing funding allocations for accomplishment of substantive program objectives, such as program goals, methods of operation, organization, staffing, utilization of facilities and equipment, and other considerations. Sets short and long-term priorities and performance standards for staff, assigns work and evaluates staff work. Models and promotes exceptional customer service across team. Operates as an effective manager, leader and coach.

Oversees the budget preparation, presentation, and execution of all DO accounts. Develops and implements financial/budget policies and procedures consistent with Treasury’s administrative policies and in accordance with GAO/OMB standards.

Serves as the principal technical authority that provides advice and counsel to the ASM, the DASMB and other Treasury officials on DO’s financial/budget policies and status.

Analyzes and identifies deficiencies in existing policies and regulations. Advises the DASMB and the ASM of the need for new or improved financial management policies and programs.

Directs the development and refinement of automated reporting tools to allow managers throughout DO to monitor salary and non-salary expenditures.

Directs the Travel Office which provides travel operations support for DO employees and travel policy development and oversight for the Department.

Directs the Travel Card program and co-directs the DO Purchase Care program with the Senior Procurement Executive.

Advises senior department officials in all aspects of managing financial resources, including executive decision-making; setting organizational objectives; and developing, implementing, and evaluating operating programs. This includes: (a) objective, logical analysis, synthesis, and evaluation of data (b) interpretation and inter-relationship of program plans, budget proposals, operational costs, and program results; and (c) comparison of performance with objectives or standards.

Maintains a close and effective relationship with Treasury shared service providers, who administer financial and procurement system support for DO.

Analyzes and interprets the financial significance of past events and future plans, translating them into meaningful and relevant information, and eliciting a perspective of the total financial picture for use in developing, coordinating, and effecting financial policies, plans, and procedures.

As a member of task forces or study teams, participates in analyzing, recommending, and/or implementing financial management programs and policies which cut across organizational lines within Treasury, and which require intensive analysis and evaluation.

Interfaces with Congressional Staff; represents the Department at internal and external meetings as needed.

KEY REQUIREMENTS
Candidate must be a U.S. citizen to qualify for this position.
Must have 1 year of experience at the GS-15 or equivalent.
Must be able to obtain and maintain a security clearance.
Initial appointments are required to serve a probationary period of 1 year.
