Director - Business Development NEC - Amtrak - Philadelphia


Summary Of Duties

This position leads the development of the annual Northeast Corridor Comprehensive Five-Year Rail Service and Infrastructure Investment Plan (NEC Five-Year Plan) and the One-Year Spend Plan. The plan includes forecasts of future services on the Northeast Corridor for Amtrak, commuter and freight operators; integration of capital projects and programs necessary to deliver those services safely and reliably, and forecasts and measures of performance against plan. This position leads a team a highly skilled managers, analysts and consultant resources responsible for assembling the analysis contained in the NEC Five-Year and One-Year Spend Plans and for clearly communicating that information verbally and via written reports and presentations to internal and external stakeholders.
The Director NEC Capital planning guides execution of the Passenger Rail Investment and Improvement Act (PRIIA) Section 212 requirements by working closely with the NEC Infrastructure and Operators Advisory Commission (NEC Commission) to ensure Amtrak plans are reflected in the Commission’s region-wide plan developed with input from Amtrak and other rail infrastructure owners and operators in the Northeast. The incumbent also manages (where applicable) or supports compliance with FRA grant requirements and coordinates across department lines within Amtrak to ensure NEC and PRIIA-related capital planning requirements are reflected in company-wide business processes and plans.



Responsibilities

This position is directly responsible for working with internal and external stakeholders to define and implement:

• Northeast Corridor five-year plan goals and objectives.
• Potential impacts that long-range plans, such as the NEC FUTURE program (Tier 1 EIS), have on Five-Year Plan goals and objectives.
• Proposed service plans including rolling stock requirements.
• Major infrastructure programs and projects necessary to achieve goals and objectives and estimated costs.
• General workforce needs, operating costs and other resource requirements.
• Asset condition assessments and evaluation of climate change impacts.
• Service outcomes (when applicable) and performance measures.
• Analysis of benefits of investment; including financial benefits and broad-based economic and environmental benefits.
• Capital plan and project status reports.
• Determination and allocation of costs to Amtrak business lines and other NEC users and beneficiaries of corridor services.

Work Experience

• Demonstrated high-level analytical, planning or program management experience or equivalent education and management of staff.
• Communication and presentation skills and experience communicating complex issues to executive staff and other internal and external stakeholders.
• Manage development of multi-faceted programs, involving both internal and external staff/consultant resources, in a demanding environment requiring timely delivery of program plans to meet statutory deadlines.
• Demonstrated ability to work collaboratively with staff and decision-makers at all levels while successfully challenging conventional practices and incorporating new approaches to business.
• Superior quantitative and analytical skills including use of computer based database, spreadsheet, and presentation programs.
• Prior satisfactory job performance and / or education experience required.



Preferred Work Experience

• Extensive experience in the railroad and/or transportation industry supporting service expansion initiatives.
• Experience with enterprise financial planning / reporting systems.



Preferred Education

• Master’s Degrees in Capital Planning, Economics, Finance, Business, Transportation or a related field
